On February 21, Putin signed a presidential decree declaring the independence of Don and Lu states.

At the same time, the Kiev side began shelling the two areas, and even crossed the border to destroy Russian posts. With russians accounting for about 30 percent in these two regions, how can putin, the political strongman, be indifferent to Ukraine's moves? So war was inevitable.
