In December 2021, the Ministry of Industry and Information Technology issued the "14th Five-Year Plan for Industrial Green Development", which proposes to accelerate hydrogen energy technology innovation and infrastructure construction, and promote the diversified use of hydrogen energy.

In fact, since the second half of 2021, with the east wind of the Winter Olympics, hydrogen energy policies across the country have begun to heat up. According to incomplete statistics, more than 150 cities in 30 provinces and cities across the country mentioned hydrogen energy development in their "14th Five-Year Plan", and more than 50 cities have issued special plans for the development of local hydrogen energy industries.
In the past January, a total of 15 provinces and cities across the country have issued a total of 28 hydrogen energy-related policies. Shandong, Shanghai, Gansu, Sichuan, Ningxia, Tianjin, Zhejiang, Jiangsu and eight provinces and cities all issued more than one hydrogen energy-related policy in January.
Geographically, the hydrogen energy industry in the mainland shows obvious spatial agglomeration effect, mainly concentrated in the Yangtze River Delta urban agglomeration, the Shandong Peninsula urban agglomeration, the Beijing-Tianjin-Hebei urban agglomeration, and the Guangdong-Hong Kong-Macao Greater Bay Area.
Shanghai
The Yangtze River Delta urban agglomeration is represented by Shanghai, the pearl of the Orient, which has always represented the highest level of technology in the mainland, and hydrogen energy is no exception.
On June 4 last year, Shanghai Electric Power Co., Ltd. and Shanghai Shunhua New Energy System Co., Ltd. jointly established the "Shanghai Hydrogen Energy Utilization Engineering Technology Research Center" and officially inaugurated it together with 13 enterprises in the industry.
In terms of high technology, Fudan University has built China's first water-based ion battery production line with independent intellectual property rights; the supercapacitors for urban buses developed by Shanghai Aowei Technology meet European standards and have been exported to Europe, North Africa and other countries.
In the future, Shanghai should become a research and development center for the cutting-edge technology of hydrogen energy in the mainland.
Beijing
The Beijing-Tianjin-Hebei urban agglomeration is the key venue for this Winter Olympics.
In the capital Beijing, the hydrogen fuel cell research and development and production project of Perpetual Hydrogen Energy in Fangshan District will build a hydrogen fuel cell research and development center and a million kilowatt-level hydrogen energy emerging industrial base, and form an annual production capacity of 10,000 units of products.
The project is planned to be built over a period of 5 years and will be implemented in three phases. The first phase of the project was launched in 2020, and in 2021, the renovation of the hydrogen fuel cell production base plant was completed by 2,000 square meters, and all the project construction of the R&D center was completed. The next two phases of the project will be launched in 2022 and 2024 respectively, and the second phase is planned to complete the renovation of the production base plant by 8,000 square meters.
Zhangjiakou
In addition to Beijing, Zhangjiakou's hydrogen energy industry performance is also remarkable.
Zhangjiakou City not only promotes hydrogen fuel in the field of public transportation, but also intends to promote the development of the whole chain of hydrogen energy industry. During the Winter Olympics, a number of hydrogen refueling stations have been put into operation, meeting the hydrogen refueling needs of hydrogen fuel bus vehicles in the main urban area and hydrogen fuel vehicles during the Winter Olympics.
Zhangjiakou City has the "first share of hydrogen energy" - Yihuatong, its project in the city is divided into two phases, the first phase of the first semi-automated hydrogen fuel cell engine batch production line in China has been put into operation, the second phase of the annual output of 10,000 fuel cell engine project is expected to be completed and put into operation by the end of this year.
Hydrogen energy will be the focus of Zhangjiakou City's future development, the creation of a national hydrogen energy industry demonstration city, to build a leading domestic and internationally renowned hydrogen energy city is the long-term goal of Zhangjiakou City.
Qingdao
In Shandong, the Ministry of Science and Technology and the Shandong Provincial Government jointly created a scientific and technological demonstration project of "hydrogen into ten thousand homes", and clearly proposed to carry out demonstration work mainly in the four cities of Jinan, Qingdao, Weifang and Zibo in Shandong.
Taking Qingdao, Shandong As an example, a total of 11 projects have been selected into the list of major demonstration pilot projects in the hydrogen energy industry during the "14th Five-Year Plan" period in Shandong Province, which is the city with the most selected projects in Shandong Province.
Qingdao has a vehicle production base of Meijin Energy, a leader in the hydrogen energy industry, in the Bohai Bay Area. Qingdao Meijin New Energy Commercial Vehicle Manufacturing Center Project was put into operation in January 2021 in Qingdao West Coast New Area.
As the "pioneer" of Qingdao to build a hydrogen energy city, the West Coast New Area has a wealth of hydrogen energy application scenarios and forms a good industrial foundation. Qingdao Port, Poli Hydrogen Energy Town, Dongjiakou Chemical Industry Park and other carriers have gathered many hydrogen energy-related enterprises, which has strongly supported the development of the hydrogen energy industry in the new area.
In the field of hydrogen energy development, from resources, to equipment manufacturing to layout and application, Qingdao, and even the whole of Shandong are fully prepared.
Foshan
In Guangdong, the Guangdong-Hong Kong-Macao Greater Bay Area Hydrogen Energy Cluster, represented by Foshan City, has formulated a hydrogen fuel cell vehicle standardization planning roadmap in accordance with the principle of "strategic, forward-looking, scientific, critical and operable".
At present, Foshan has gathered more than 150 hydrogen energy enterprises, research institutes and institutions, promoted and applied nearly 1500 hydrogen fuel cell vehicles, and formed a relatively complete hydrogen energy industry chain with domestic independent intellectual property rights.
ningbo
In Zhejiang, Ningbo is the most potential hydrogen energy demonstration city in the province because of its abundant hydrogen resources and strong hydrogen energy supply capacity.
As one of the seven major petrochemical bases in China, Ningbo has three major petrochemical industry agglomeration areas and more than ten hydrogen source enterprises, with an annual output of 625,900 tons of hydrogen and an annual supply of 63,300 tons of pure hydrogen.
In addition, Ningbo's equipment manufacturing industry has a superior foundation, with the country's largest petrochemical industry base and new material industry base, which has prompted it to form a complete industrial chain including hydrogen production, hydrogen storage, hydrogenation, fuel cell system, key parts production, vehicle manufacturing, etc.

At present, according to the planning goals of various provinces, by 2025, 1,002 hydrogen refueling stations will be built nationwide and 54,800 hydrogen fuel vehicles will be promoted.
The mainland hydrogen fuel cell vehicle market is mainly concentrated in commercial vehicles, such as heavy trucks are one of the most suitable models for hydrogen fuel cells. However, there is no mass production of hydrogen fuel cell passenger cars in mainland China, and the number of hydrogen fuel cell vehicles in mainland China as of November 2021 is 8452.
It is foreseeable that the fiery lithium battery car market is the tomorrow of the hydrogen energy vehicle market. With the official landing of the hydrogen fuel cell vehicle subsidy policy in August 2021, the development of the hydrogen fuel cell automobile industry has officially entered the fast lane.
In addition to the above major cities, there are more cities that are also contributing to China's hydrogen energy industry, so who will become the first city of hydrogen energy in the mainland in the future?
At present, Qingdao is the most promising. In other provinces and cities, hydrogen energy infrastructure projects are progressing slowly, but Shandong can be described as a thriving, at present, 22 hydrogen refueling stations have been built, and with the blessing of hydrogen energy leader Meijin Energy, it is foreseeable that for a long time, Qingdao's hydrogen energy development will be further accelerated. With production capacity, resources, technology, first-mover advantages in the industry, and political advantages in the provincial capital, Qingdao is most likely to become "China's first hydrogen energy city".
