The reporter learned from the Pingdingshan City Public Security Traffic Management Detachment on February 17 that recently, the Ministry of Public Security issued three departmental regulations, namely, the newly revised "Regulations on the Registration of Motor Vehicles", "Regulations on the Application and Use of Motor Vehicle Driver's Licenses", and "Measures for the Scoring of Road Traffic Safety Violations" (hereinafter referred to as the "Measures"). The revision further reforms and improves the marking system for motor vehicle registration, driver management and traffic violations, and introduces more new measures of "I do practical things for the masses". The Regulations on the Application and Use of Motor Vehicle Driver's Licenses and the Measures will be implemented from 1 April 2022, and the Regulations on the Registration of Motor Vehicles will be implemented from 1 May 2022.
There are changes to the deduction rules
Compared with the "2016 edition" of the "2016 version" of the "Measures", the 2022 edition of the "Measures" scored a total of 50 traffic violations, of which 7 are 12 points, 7 are 9 points, 11 are 6 points, 15 are 3 points, and 10 are 1 point. The type of scoring has been increased by 9 points and the deduction of 2 points has been removed.
The following 6 deductions have been reduced: For driving a motor vehicle that does not match the quasi-driving type, the deduction of 12 points has been reduced from 12 points to 9 points. Driving a motor vehicle that does not give way to a school bus in accordance with the regulations is reduced from 6 points to 3 points. Driving a motor vehicle in violation of the prohibition signs or prohibition marking instructions shall be reduced from 3 points to 1 point. The new version of the "Measures" is amended to deduct 12 points for escaping after causing a traffic accident or death, which does not yet constitute a crime, and 6 points for escaping after a traffic accident that causes minor injuries or death, and 6 points for escaping after a traffic accident that causes minor injuries or property damage. Previously, 12 points were deducted for motor vehicles driving on the road that did not hang the number plate of the motor vehicle, or deliberately obscured, defaced, or did not install the number plate of the motor vehicle in accordance with the regulations, and the new version of the "Measures" was revised to deduct 9 points for driving a motor vehicle that did not hang the number plate of a motor vehicle or deliberately obscured or defaced the number plate of the motor vehicle, and 3 points were deducted for driving a motor vehicle that did not install the number plate of the motor vehicle in accordance with the regulations. The new version of the "Measures" is revised to deduct 3 points for driving highway passenger cars, tourist passenger cars, and dangerous goods transport vehicles that do not carry out regular safety technical inspections in accordance with regulations, and 1 point is deducted for driving highway passenger cars, tourist passenger cars, and dangerous goods transport vehicles that do not carry out regular safety technical inspections in accordance with regulations.
The following two deductions increased: when driving a motor vehicle encounters a vehicle in front of the vehicle parking queue or driving slowly, the deduction of 2 points is increased from 2 points to 3 points for overtaking in the lane or occupying the opposite lane and interspersed with waiting vehicles. Driving a motor vehicle that interferes with safe driving, such as making or receiving handheld telephones, is increased from 2 points to 3 points.
Points will no longer be deducted without a driver's license
It is worth noting that the new version of the Measures has added two articles. One of them stipulates that in lieu of actual motor vehicle drivers, 12 points will be deducted for accepting penalties for traffic violations and scoring points for economic benefits, and the behavior of "buying points and selling points" will be strictly cracked down.
In addition, with the popularization of electronic licenses, motor vehicles driving on the road have not placed inspection pass signs and insurance signs, and have not carried driving licenses and motor vehicle driving licenses with the vehicles, and points have been deducted before, and the new version of the "Measures" will remove this.
Roll out more service initiatives
The new version of the Regulations on the Application and Use of Motor Vehicle Driving Licenses introduces more service measures. For example, the national "one-card general examination" for small car driving licenses, the examination of different subjects in different places, and the implementation of reform measures such as electronic driving licenses are implemented to ensure the coordination of reform and the rule of law. Newly launched the national "one-card general examination" for the driving license of large and medium-sized passenger and freight vehicles, the "inter-provincial can be done" of the driving qualification examination that has not been renewed after the expiration of the certificate, and the optimization of the content and projects of the examination to better serve the mass enterprises.
The requirements for applying for a driver's license are more stringent. For persons who constitute crimes such as drug driving, drunk driving again, or dangerous driving, it is prohibited to increase the driving license of large and medium-sized passenger and freight vehicles to ensure public safety. In view of the shortage of drivers of large and medium-sized passenger and freight vehicles reflected in the transportation industry, the age for obtaining driving vocational education is relaxed, the application and examination system is improved, and the development of driving vocational training and education is guided and encouraged.
The system for applying for and using driver's licenses and the management system for the probationary period have been improved again. The regulations are clear, the first 12 months to obtain a car or motorcycle driving license is an internship period, and there is no longer a separate internship period for each model to solve the problem of too many restrictions on the internship period. Improve the types of quasi-driving models, increase the "light traction trailer" model, and meet the travel needs of the masses driving small caravan trailers. Reform the overseas driver's license replacement system, and those who apply for the replacement of the driving license of large and medium-sized passenger and freight vehicles need to obtain the corresponding overseas quasi-driving driving license for more than two years and take the all-subject examination.
Revision of the Regulations on the Registration of Motor Vehicles Highlights "Three Deepening"
The first is to deepen the simplification of administration to facilitate the people and benefit enterprises. On the basis of reform measures such as solidifying the "national general inspection" of vehicle inspection, the registration of second-hand car off-site transactions, and the electronicization of inspection marks, new convenience measures such as the exemption of license plates on new private cars, the national "one-card general office" for passenger car registration, and the "inter-provincial general office" for vehicle information changes have been newly introduced.
The second is to deepen the supervision of key vehicles. Strictly review the registration and review of key vehicles of "two passengers and one danger", and for dangerous goods transportation, highway passenger transport, and tourist passenger vehicles, the public security traffic management department and the transportation department network to verify the transportation qualifications, strengthen departmental coordination, and strictly regulate management. Strictly investigate suspected vehicles in violation of regulations, and initiate investigation procedures for those who are found to be suspected of illegal production, assembly, modification, theft, robbery, etc., and strictly pursue responsibility for violations of laws and regulations.
The third is to deepen business supervision and management. Further strengthen the supervision and management of vehicle management offices and registration service stations in handling vehicle registration inspections, license plate issuance, and other work, and strictly pursue responsibility for handling motor vehicle registration in violation of regulations and listing license plates for vehicles that do not meet the standards.
