Technical conditions for the construction of vehicle emission pollution maintenance and treatment stations (M stations).

1. Scope

This standard stipulates the classification, basic requirements, personnel conditions, facility conditions, equipment conditions, quality control, information systems, safety production and environmental protection of automobile emission pollution maintenance and control stations (M stations).

This standard applies to the construction and capacity identification of vehicle emission pollution maintenance and treatment stations (M stations).

3. Terms and Definitions

As defined in GB/T 5181 and GB/T 5624, and the following terms and definitions apply to this document.

3.1

Inspection and maintenanceprogram

Through the regular testing and sampling of the emission performance of the vehicles in use, and the maintenance and treatment of vehicles with excessive emissions, the emission performance is restored and meets the requirements of relevant standards, referred to as the I/M system.

3.2

Vehicle emissions inspection agency vehicleemission inspectionstation

An inspection agency that has the qualification of China MetrologyAccreditation, conducts statutory emission inspection of motor vehicles in accordance with the standards and norms formulated by the competent department of ecology and environment, and issues fair data and conclusions to the society, referred to as Station I.

3.3

Vehicle emission maintenance station (Station M).

In accordance with the relevant laws to undertake the emission pollution exceeding the standard of vehicle maintenance and governance business, in line with the provisions of this standard of automobile maintenance enterprises, referred to as M station.

3.4

Three single certificate three reports and onecertificate

Three singles refer to the vehicle entry inspection order, maintenance process inspection order, completion inspection form, and one certificate refers to the vehicle maintenance completion factory certificate.

4. Classification of vehicle emission pollution maintenance and treatment stations (M stations).

According to the engine combustion mode and the total quality of the vehicle, the vehicle emission pollution maintenance and control station (hereinafter referred to as the M station) is divided into two categories:

a) Ignition engine bus station M

This includes cars that burn fuels such as gasoline, natural gas, or liquefied petroleum gas. According to the model, it can be divided into heavy vehicle M station (vehicle total mass >3.5t), referred to as MQ1 station; light vehicle M station (vehicle total mass ≤3.5t), referred to as MQ2 station.

b) Pressure-fired engine bus station M

Mainly cars that burn fuels such as diesel. According to the model, it can be divided into heavy vehicle M station (vehicle total mass >3.5t), referred to as MC1 station; light vehicle M station (vehicle total mass ≤3.5t), referred to as MC2 station.

5. Basic Requirements

5.1 M station shall comply with the relevant requirements of GB/T16739.1 for automobile maintenance enterprises and the relevant requirements of this standard, and shall be filed with the competent transportation department at the county level and above.

5.2 M station shall have the current effective vehicle emission pollution detection, diagnosis, maintenance of relevant laws, regulations, rules, standards and other documents, and ensure that it is complete, effective and timely updated.

5.3 M station should establish and improve the organizational management organization, covering maintenance technology, quality control, parts management, operation safety, file management, equipment management, after-sales follow-up and return visits, and implement the responsible person.

5.4 M station shall establish operating procedures such as vehicle emission pollution detection, diagnosis, maintenance and treatment. The vehicle pollutant emission measurement method adopted by Station M shall comply with the regulations of the local ecological and environmental authorities.

5.5 M station shall carry out maintenance services according to the requirements of JT/T816. Station M shall clearly indicate the business project, the model to be repaired, the parts information and price information, the maintenance and treatment process of automobile emission pollution, the fixed standard of working hours and the quality assurance period. The process of vehicle emission pollution maintenance and control is shown in Appendix A.

5.6 M stations shall hang signs of uniform style, which are shown in Appendix B.

5.7 The number and distribution of M stations shall meet the following requirements:

a) The setting density of M station is determined by the annual vehicle emission pollution maintenance and treatment volume of 5000 vehicles/station. M stations below the above densities are generally no longer set.

b) The radius of M stations in the urban area of prefecture-level cities is generally 5km, except for the number of cars in the same administrative area that far exceeds the prescribed number.

c) The setting plan of mountainous and remote areas may be differentiated according to special conditions such as special geographical environment.

6. Personnel conditions

6.1 Staffing

Station M should have a person in charge, a technical person in charge, a safety production management personnel, and a full-time diagnostic personnel, maintenance management personnel and quality inspection personnel, and the number of personnel should be compatible with the amount of repair business.

6.2 Person in charge

6.2.1 Have the ability of enterprise operation management and operation.

6.2.2 Have a sense of social responsibility for controlling environmental pollution.

6.2.3 Compliance with discipline and law, honesty and trustworthiness, and good credit record.

6.2.4 Special management training for vehicle emission pollution maintenance and control should be obtained.

6.3 Technical person in charge

6.3.1 Have a college degree or above in automobile maintenance or related majors, or have intermediate (inclusive) or above professional and technical certificates in automobile maintenance or related majors, and have more than 5 years (inclusive) of work experience in automobile maintenance.

6.3.2 Have the ability to diagnose and analyze the faults of vehicle emission pollution exceeding the standard, and be able to skillfully use detection and diagnosis equipment for detection and diagnosis, and solve difficult technical problems in maintenance and governance.

6.3.3 Have the ability to formulate various technical quality management systems and process documents of enterprises to guide production practices.

6.3.4 Have the ability to learn new technologies, be honest and trustworthy, and have good professional ethics.

6.3.5 Special diagnostic technology training for vehicle emission pollution maintenance and control should be obtained.

6.4 Diagnostic personnel

6.4.1 Have intermediate (including) or above in automobile maintenance or related majors, or have intermediate (inclusive) or above professional and technical titles in automobile maintenance or related majors.

6.4.2 Can skillfully use automobile emission pollution detection and diagnosis equipment, and have the ability to diagnose and analyze the fault technology of vehicles exceeding the standard.

6.4.3 Have the ability to guide maintenance governance personnel to standardize maintenance governance.

6.4.4 Special diagnostic technology training for vehicle emission pollution maintenance and control should be obtained.

6.4.5 A motor vehicle driver's license appropriate to the vehicle being repaired shall be held.

6.5 Maintenance and governance personnel

6.5.1 At least one person has obtained a professional and technical certificate of intermediate (inclusive) or above for automobile maintenance workers.

6.5.2 Have the ability to complete the maintenance and treatment of automobile emission pollution.

6.5.3 Be able to skillfully use vehicle emission pollution maintenance and control equipment and tools, standardize operations, and accurately eliminate the fault of excessive vehicle emission pollution.

6.5.4 Special training on vehicle emission pollution maintenance and control should be obtained.

6.6 Quality inspectors

6.6.1 Have the ability of automobile maintenance quality inspection.

6.6.2 Special training on vehicle emission pollution maintenance and control should be obtained.

6.6.3 A motor vehicle driver's license appropriate to the vehicle to be repaired shall be held.

6.7 Safety production management personnel

6.7.1 shall be familiar with the national safety production laws and regulations, and have the knowledge of automobile maintenance safety production operation and safety production management ability.

6.7.2 Have the ability to deal with safety production emergencies.

7 facility conditions

7.1 The plant area and layout of M station should meet the needs of the station layout and operation process of various types of instruments and equipment, and adapt to the model and business volume of its repair.

7.2 Station M shall be equipped with a dedicated automobile emission pollution detection and diagnosis station and maintenance treatment station in the factory building, and the number of detection and diagnosis stations and maintenance and treatment stations shall be compatible with the repair model and the scale of production operations. The size of the detection and diagnosis station and the maintenance and treatment station should be adapted to the repair model; the station area of MQ1 station and MC1 station should not be less than 18×8m2, and the station area of MQ2 station and MC2 station should not be less than 8×6m2.

7.3 Station M shall have a parking lot suitable for the type of work undertaken, the scale of operation and the amount of business, and the definition of the parking lot is obvious.

7.4 Station M shall publicize the vehicle emission testing standards, vehicle emission pollution maintenance and control processes, safety operation procedures, etc. in a conspicuous position on its business premises.

8. Equipment conditions

8.1 Station M shall be equipped with testing equipment consistent with the vehicle emission inspection method specified in its location and necessary diagnostic and maintenance treatment equipment. For vehicle emission pollution detection, diagnosis, maintenance and treatment equipment, see Appendix C.

8.2 The specifications and quantity of equipment and working tools equipped with M station shall be adapted to the repaired model, production scale and production process, and meet the relevant product standards, and the technical condition shall be in good condition.

8.3 M station should formulate equipment maintenance plan and effectively organize implementation, keep maintenance records; should be based on the equipment instructions, the equipment operating procedures should be formulated.

8.4 Measuring equipment and appliances shall be used during the verification or calibration period.

8.5 Station M shall establish a reference material management system.

9 Quality control

9.1 M station should establish a sound quality management system and quality assurance system.

9.2 M station shall implement the pre-maintenance inspection and diagnosis, maintenance process inspection and completion quality inspection system, and carry out the whole process of quality control of vehicle maintenance governance.

9.3 M station shall establish a parts quality management system, using accessories that meet relevant quality standards and can be traced.

9.4 M station shall implement the maintenance quality assurance period system, and the quality assurance period shall be calculated from the date of issuance of the motor vehicle maintenance completion factory certificate.

10 Information systems

10.1 Station M shall have an information system for the maintenance and control of automobile emission pollution, including the electronic health record system for automobile maintenance. The electronic health record system for automobile maintenance shall comply with the requirements of JT/T1132.1, JT/T1132.2, JT/T1132.3 and JT/T1132.4.

10.2 The information system for the maintenance and control of automobile emission pollution shall have the following functions:

a) Receive, read and save the testing process and result data of the motor vehicle emission inspection agency (hereinafter referred to as the I station); upload the data of the maintenance and governance results and the certificate of conformity of the completion of the motor vehicle maintenance; and compare, classify and statistically manage the emission data before and after the treatment of the vehicle under repair.

b) Parts management, cost settlement and automobile emission pollution maintenance and governance file management.

c) Electronic and information functions for the treatment of vehicle emission pollution exceeding the standard.

d) Car owner appointment, maintenance progress inquiry, maintenance report viewing, maintenance evaluation and other service functions.

e) Data management retention period of 3 years.

The information system for the maintenance and control of automobile emission pollution should reserve a standard data communication interface:

a) Reserve the standard data communication interface uploaded to the competent departments of transportation and ecological environment.

b) The standard data communication interface for data interconnection between M station and I station under the automobile inspection and maintenance system (I/M system) system.

11 Safe production

11.1 Station M shall formulate a sound safety production management system.

11.2 Station M shall have the required type of work and the safety operating procedures of the mechanical and electrical equipment to be distributed, and the safety operating procedures shall be clearly stated on the wall or otherwise.

11.3 The use and storage of toxic, flammable, explosive materials and dust, corrosives, pollutants, pressure vessels, etc. at Station M shall have corresponding safety protection measures and facilities. Safety protection facilities should have obvious warnings and prohibition signs.

11.4 Station M shall have an emergency plan for safety production accidents.

12 Environmental protection

12.1 Station M shall establish an environmental protection system (including processes, ledgers, etc.) to ensure the centralized collection and effective treatment of hazardous wastes, keep the environment clean and tidy, and effectively implement them. Hazardous substance storage areas should be clearly defined and should have corresponding safety protection measures and facilities.

12.2 The working environment of M station and the treatment of "four wastes" (waste oil, waste liquid, waste gas, waste water) and facilities such as lighting, ventilation, dust suction, purification, and sound suppression configured according to the production process shall comply with the relevant provisions of environmental protection.

12.3 The commissioning workshop or debugging station of M station shall be equipped with a vehicle exhaust gas collection and purification device.

12.4 M station shall use safe, energy-saving and environmentally friendly facilities, equipment, materials and processes to carry out maintenance operations.

Appendix A

(Normative Appendix)

A.1 Vehicle emission pollution maintenance and treatment process

The process of vehicle emission pollution maintenance and treatment is shown in Figure A.1.

A.2 the repair vehicle enters the M station, and the M station system reads the emission pollution detection process and result data of the repaired vehicle from the I station system. When the M station system cannot obtain the process and result data of the I station system, the M station shall conduct automobile emission pollution detection on the vehicle under repair in accordance with the measurement method specified by the I station.

A.3 Visual inspection of the vehicle under repair. Visual inspection items include viewing or asking about the maintenance records of the repaired vehicle, checking the oil, air filter, intake line, exhaust line, vacuum line, instrument panel fault warning light or fault warning, etc. Vehicles that fail visual inspection should be troubleshooting.

A.4 Basic diagnosis of the vehicle under repair. Basic diagnosis is a diagnostic method for diagnostic personnel to collect engine working parameters by virtue of their own practical experience and the use of testing equipment, manually analyze the scope and cause of the failure of automobile emission pollution, and determine the fault of automobile emission pollution exceeding the standard.

A.5 Intelligent diagnosis of the repaired vehicle. Intelligent diagnosis is a diagnostic method that applies ioT technology of automobile non-disintegration detection and diagnosis system, cloud computing analysis, combined with detection and diagnosis fault tree model, to realize real-time dynamic analysis of big data, and accurately and quickly find out the fault range.

A.6 After the fault diagnosis of the repaired vehicle, the diagnostic personnel issue a diagnostic report and propose a maintenance plan, and the maintenance management personnel carry out maintenance and management of the repaired vehicle according to the diagnostic report and maintenance plan.

A.7 After the maintenance and treatment of the vehicle under repair, the completion inspection shall be carried out. For vehicles that pass the completion inspection, Station M issues an electronic certificate of conformity for the completion of motor vehicle maintenance, and uploads the vehicle three single certificates and maintenance information to the automobile emission pollution maintenance and control information system.

A.8 The owner of the vehicle shall go to station I for automobile emission pollution inspection and re-inspection with the electronic certificate of completion of motor vehicle maintenance.
