In July 2019, Liu Shuo went to the Tibet Autonomous Region Procuratorate as deputy director of the Procuratorial Security Department. In 2005, Liu Shuo graduated from the Criminal Police College of China and went to the Supreme People's Procuratorate to work in procuratorial technology. Over the past ten years, she has continuously devoted herself to the integration and development of procuratorial technology and procuratorial business, and has grown into a leader in the civil prosecution profession of procuratorial organs. Liu Shuo, who originally planned to "become an expert before the age of 40 and return to college after the age of 40," refused the invitations of several well-known universities and stayed in the procuratorial system. "Procuratorial technology has not played its due role and reflected its due value." Liu Shuo exerted a "disobedient" energy.

In her work, she has been committed to promoting the role of procuratorial technology in handling cases. During her time at the Supreme People's Procuratorate, she hosted more than 500 major job-related crimes or difficult and complex technical cases, which were evaluated by prosecutors as "textbook appearances."

In 2017, she found that the role of procuratorial techniques in individual cases was too inefficient. Procuratorial technology requires more reform and innovation in mechanisms. Liu Shuo wanted to "fight" for procuratorial technology, and since then she has been eager to exercise at the grassroots level, and when she learned that the unit organized aid to Tibet, she immediately signed up. Problems such as plateau hypoxia are not within Liu Shuo's consideration.

In July 2019, Liu Shuo came to the snowy plateau and saw that the Tibetan procuratorate was in arrears in the construction of informatization, and he was very anxious, often working overtime at two or three o'clock in the morning, so that he fell into a tired chest pain. Busy at work, eating was omitted, and the eggs and yogurt brought back from the canteen by colleagues piled up a small mountain bag in the office. Plateau ultraviolet rays are strong, lack of pressure and lack of oxygen, her face is sunburned, her hair is white, and she can't eat well and sleep well. But none of this was difficult in her mind, and she said the real difficulty was "guilt about the family and the children."

When she entered Tibet, her daughter was young and could not help her children to make a good connection between young and young. "My difficulties have a time limit, compared to the local cadres in Tibet, they are dedicated, considering the physical development and education of children, it is normal for Tibetan cadres to live in two places or even three places, which is the visible spirit of old Tibet."

Allow the evidence to stand the test of history and the challenge of the defense

At the Tibet Autonomous Region Procuratorate, Liu Shuo served as deputy director of the Procuratorial Security Department, and at the same time crossed the profession to three completely unfamiliar fields of financial equipment, informatization, and logistics services. With her strong learning ability, she began to be entangled in various complicated affairs, had no time to take care of procuratorial technical work, and did not have a good opportunity to break the deadlock of 7 years without procuratorial technology in Tibet.

In 2020, the district procuratorate investigated and handled a case of job-related crimes, the special case team was trapped in a professional problem, and when listening to the report, the leaders of the court remembered that Liu Shuo was a forensic expert, so they assigned her to be responsible for technical evidence collection, which achieved unexpected results, and the demand for procuratorial technical cases was increasing. In 2020, Liu Shuo organized and handled 7 cases and 15 technical cases such as "5.18 Project" and "1.15 Project" and other major sensitive cases, and the quality and effectiveness of case handling were praised by the leaders of the autonomous region and the leaders of the hospital.

Liu Shuo told the China Women's Daily all-media reporter that in the Lhasa "1.15 Project" supervised by the Central Anti-Organized Crime Office, forensic science experts argued that it was the key to the breakthrough in the filing of the 10-year Chen case. In the "5.18 Project" of Bomi, the standardized and rigorous forensic identification and electronic evidence collection allowed the legal team to have zero doubts about the evidence issues.

"The special review of technical evidence is a unique mechanism of the procuratorial organs, the purpose of which is to help the procurator discover the problems of technical evidence in the procuratorial case-handling process, exclude the problematic evidence, and correct the flawed evidence, so that the cases that go out of the procuratorial organ can withstand the test of history and the questioning of the defense in terms of evidence." Liu Shuo explained to reporters.

Through the handling of cases and the analysis of some typical cases during the national business training and teaching, procurators in Tibet have gradually increased their needs from not understanding procuratorial technology, and gradually formed the concept of using scientific and technological forces to improve the quality and efficiency of case handling.

"You should operate procuratorial technical work like running a store, let the prosecutor like your products, and let your products attract more repeat customers." Liu Shuo said.

Innovate the "Technical Evidence Group" to support case handling

In the 2021 Tibet District Procuratorate's "5.13" special case series of cases, Liu Shuo, with the support of the leaders of the Tibet District Procuratorate, applied to the Supreme People's Procuratorate for 7 backbone procuratorial technical cadres from mainland provinces to enter Tibet, set up a "technical evidence group", and used "one-stop" services to dock 6 case-handling teams and 5 roving procuratorial groups to comprehensively solve the specialized problems involved in case handling.

The need for specialized issues in handling cases is not limited to traditional procuratorial techniques. For example, in a major meritorious commutation case supervised by the procuratorate, which involved the technology of skin branding, Liu Shuo contacted experts from the Forbidden City, the Literary Association Industry Association, and the Academy of Arts and Crafts to solve this specialized problem for the procurator.

The establishment of a "technical evidence group" in the case-handling team is a useful exploration of the flat integration of procuratorial technology into case handling, which not only provides support for breakthrough cases and improves the quality and efficiency of case handling, but also reduces the burden of case-handling personnel on the collection of evidence on specialized issues. This "one-stop" way of supporting case handling is faster, procurators can better understand and apply technical evidence, and the effect of case handling is more prominent.

For the strong inspection of science and technology, Liu Shuo has his own thinking, "This is an era of scientific and technological explosion, and the compulsory inspection of science and technology has become a serious topic that procuratorial organs must face. At the formal level, the compulsory inspection of science and technology is the construction of informatization, and at the substantive level, the role of science and technology in handling cases is to improve the ability to discover clues and collect, fix, review, and use evidence by means of science and technology, so as to improve the quality and efficiency of procuratorial organs in handling cases. Procuratorial technical work is to play the role of procuratorial supervision of 'deminers', 'weapons depots', and 'intelligence stations'. ”
