A historical and cultural city with international influence
Since 1984, four versions of the overall plan for the protection of famous historical and cultural cities have been compiled, and the protection plan for Nanjing historical and cultural cities has been continuously deepened and improved.
Forty years, five editions of the plan

Since 1982, when Nanjing was announced by the State Council as one of the first batch of famous historical and cultural cities, the protection of Nanjing Famous Cities has gone through many stages of creation, adjustment, improvement, development and maturity.
Pioneering phase
Occurred in the 1980s, when the protection of the historical and cultural city was mainly responsible for the Planning Bureau and the Cultural Relics Management Committee, and the two bureaus jointly established the Nanjing Ancient Capital Society in 1984.
Adjustment phase
It occurred in the 1990s, and the understanding of all parties has not yet been unified and straightened out. At the beginning of the national reform, along with the establishment of the national civil service and institutional reform, in March 1997, the municipal government approved the functional allocation, internal organization and staffing plan of the Municipal Planning Bureau. The bureau has 12 functional departments and offices, discipline inspection groups (supervision rooms), and the general party branch of the organs. The protection of historical and cultural cities began to clarify the functional department as the planning and preparation management office.
Entering the new century
The protection of famous cities has entered a mature stage of development. The regulations on the protection of famous cities and modern buildings were promulgated and implemented, the protection planning system was more complete and approved by the provincial government, and in 2014, the former Planning Bureau established the Famous Cities Division, which is specifically responsible for the protection of famous cities.
Through 40 years of hard work, we have achieved results in four aspects:
- An increasing number of conservation lists are being published and are protected by law;
- The protection planning system has been continuously enriched, improved and improved, and a point, line and surface planning system has been constructed;
- The system of policies and regulations has been gradually improved, and the protection of famous cities has moved towards the road of legal protection;
- More and more objects of protection have been revitalized and utilized, becoming cultural landmarks and new business cards in Nanjing.

2016-2018
- The first batch of historical and cultural blocks in Jiangsu Province were announced, and there were 11 in Nanjing
- Issued the "Regulations on the Management of Building Height Planning in the Old City of Nanjing"
- The first and second batch of historical buildings protection list in Nanjing were announced
In 2019
- The Nanjing Municipal Bureau of Planning and Natural Resources has set up a historical and cultural city protection office
- Carry out pilot projects for the protection and utilization of historical buildings in Nanjing
- The municipal government issued a notice of the "Work Rules of the Nanjing Historical and Cultural City Protection Committee"
- Nanjing Promulgated the Regulations on the Protection of Underground Cultural Relics in Nanjing
- On October 7, the State Council issued a notice to approve and announce the eighth batch of national key cultural relics protection units, and 6 cultural relics protection units in Nanjing were selected as new projects and 1 as an expansion project
- The Municipal Famous City Committee issued and implemented the "Pilot Work Plan for the Protection and Utilization of Historic Buildings in Nanjing"
- The Municipal Government approved the "Special Plan for the Protection and Utilization of Red Cultural Resources in Nanjing"
In 2020
- 33 villages in Nanjing were selected for the first, second and third batches of provincial traditional village protection list
- The municipal government approved the protection plan of 5 provincial-level traditional villages in Dacheng, Houshitang, Huanglongdan, Wangjia and Youfangqiao
- The 8th Academic Symposium on Planning Implementation and the 2020 Annual Meeting of the Planning and Implementation Academic Committee of the China Urban Planning Society were held in Nanjing, and the experience of the protection and renewal project of the historical landscape area of Nanjing Xiaoxi Lake (Dayoufang Lane) was highly affirmed by industry experts
- The Municipal Famous City Committee issued the "Nanjing Historical Building Protection Notice" system management measures, and Nanjing established a historical building protection notice system
In 2021
- The municipal government approved the planning results such as the revitalization plan of the historical and cultural block of Yihe Road
- Issued the Notice on The Establishment of the Directory (Library) System for the Repair service units of Nanjing Historical Buildings
- Hosted the first "Nanjing Historical Building Revitalization utilization architectural design scheme competition and partnership plan"
- 22 villages in Nanjing were selected into the fourth and fifth batches of provincial-level traditional village protection list
- The municipal government approved the protection plan of 8 provincial-level traditional villages in Tangjia, Xishe, Qianshitang, Taogao, Zhugao, Cangkou, Putang and Hubao
- Issued the "Technical Regulations for the Preparation of Protection and Development Planning of Traditional Villages (Ancient Villages) in Nanjing"
- Nanjing issued and implemented the "Nanjing Red Cultural Resources Protection and Utilization Regulations"
