"Family". Some village party organization secretaries have a backward world outlook, outlook on life, and values, and have serious family concepts and basic mentalities; when recruiting party members, they are afraid of "cultivating seedlings and losing their seats," engaging in nepotism, cultivating family forces, and rejecting and suppressing young people who are not related to them. For example, some rely on the large family power and large population, and gradually take the right to speak and vote in the hands of the development of party members, opening up a "green channel" for their own families to join the party, resulting in the number of party members basically concentrated in a few large surnames, a large number of "father and son party members" and "brother party members", and very few party members with other surnames. The uneven distribution of quotas has affected the balanced development of the contingent of party members.

"Factional". The secretaries of a small number of village party organizations use personal affinity and so-called "circles" to draw lines to develop party members, build "factions" that are conducive to their own control of power, and those who belong to their own "factions" will develop even if they do not meet the requirements for party membership; otherwise, they will do everything possible to suppress and exclude them. Therefore, the grass-roots party branches that should be fighting fortresses have degenerated into small factions and small circles that rely on blood, relations, and interests in some places.

"Profit-oriented". In the election of the villagers' committee, some village cadres try to use the developed targets who have private interests with them to solicit votes for themselves, while the developed targets want to enjoy "special" rights after joining the party, driven by common private interests, and the village cadres will help such unqualified people to join the party organization. Some rural party organization secretaries do not take promoting the vitality of village party organizations and enhancing the combat effectiveness of village-level party organizations as the criterion for recruiting party members, disregard the overall situation of development in the villages, only take into account the vested interests of individuals, regard the party's purpose as a slogan and a pretext, and seek to maximize power and interests. The reason why some of the "protective umbrellas" involved in criminal syndicates and evils that have been investigated and handled in recent years have been able to serve as secretaries of village party organizations for a long time and wantonly encroach on the interests of the collective and the masses is also because "inbreeding" has turned village-level party organizations into "their own stores."

"Humane". At present, China's rural areas are still in a humane society, and there are complex human relations between village cadres and applicants for joining the party, or "looking down and not looking up", or classmates, comrades-in-arms, friends, or "related households" who have helped themselves in the past... Under the pleading of applicants for joining the party, although there is some gap between them and the standards for party membership, they are sometimes listed as development targets because they cannot erase their face.

The phenomenon of "inbreeding" in the development of rural party members is related to the development and stability of rural areas, and it is by no means a trivial matter. The harm lies in the fact that the "two committees" of the villages have become factional and familial, forming sectarian forces with the family as the core, and undermining the political ecology of the rural areas; the secretaries of party organizations in a small number of villages do not stress the principles of party spirit, have a serious paternal work style, handle problems with affection, and affect the implementation of the party's principles and policies; the cohesion of village-level party organizations has declined, the role of fighting bastions has weakened, and even corruption has been breeding, resulting in impure party style, political style, and people's style at the grass-roots level, seriously damaging the image and prestige of party organizations and the relationship between party and masses and between cadres and the masses, and becoming an inducement for an increase in the number of letters and visits in rural areas. The occurrence of such problems is due to the weakening of the political awareness of the responsible persons of village-level party organizations, insufficient ideological understanding, and lack of work responsibilities, and is also related to the lack of supervision and management of grass-roots party organizations and the lack of punishment and investigation. In order to eliminate "inbreeding", it is necessary to do a good job of the following "five passes".

Strengthen education in party spirit and strictly control "ideological discipline." The alienation of the concept of power and the dilution of the sense of purpose of some rural cadres, especially the responsible persons of village-level party organizations, are the ideological root causes that breed the phenomenon of "inbreeding" among rural party members. It is necessary to strengthen the education on party spirit among the vast numbers of rural cadres, enhance their ideological understanding, make full use of opportunities such as party school training, branch meetings, forums, and studies, guide the vast number of rural cadres, especially the responsible persons of village-level party organizations, to firmly establish the "four consciousnesses," form a correct world outlook, outlook on life, values, and views on power, enhance their understanding of the importance of the work of developing party members and the harmfulness of "inbreeding" in the development of party members, and ideologically put an end to the idea of illegally developing "people in circles" into the party.

Establish a reporting system and strictly control the "entrance gate". There is only one criterion for determining whether one has the ability to develop into a party member, that is, whether it meets the criteria for party membership stipulated in the party constitution. Before the relatives of the members of the village "two committees" are identified as active members of the party for training, their basic personal circumstances, actual specific performance, reasons for recommending and recommending, and records of meeting discussions should be formed into written materials. In principle, members of the village "two committees" cannot be used as introducers to the party for their relatives.
