The Tianhenan Judicial Institute of the Tianhe District Justice Bureau of Guangzhou City has explored a "problem-breaking" method to achieve efficient local resolution of contradictions and disputes by building a "3 + X" diversified solution mechanism for contradictions and disputes.

According to Yu Jianyue, director of the Tianhenan Judicial Institute, the so-called "3 + X" working mechanism, "3" is the judicial office, police station, law firm; "X" is "two representatives and one member", government functional departments, professional industry mediation organizations, university volunteer teams, judge assistants, etc., to achieve the superposition of resource advantages.
The "3+ X" diversified resolution mechanism for contradictions and disputes has realized the construction of three-level platforms for streets, precincts and communities in Tianhenan.
It is worth mentioning that the Tianhenan Judicial Institute relies on the "3 + X" joint logistics and joint investigation workstation of the precinct built by the community police office to divide the 12 communities in the whole street into four areas of the east, middle, west and north, and employs 8 full-time people's mediators to realize the filtering of contradictions and disputes at the three levels of communities, areas and streets.

In an old residential area of Tianhe South Street, there is an eight-storey commercial and residential complex, the first floor is a shop, the second floor is above the residence, the owners are mostly elderly, the desire to install elevators is very urgent, and two-thirds of the owners have agreed to install elevators.
However, in the preparatory stage of the elevator, because the proposed elevator shaft is facing the door of the first floor of the shop, it was strongly opposed by the shop owners, and the private car was parked at the proposed elevator all year round, the contradiction between the two sides was very sharp, and the elevator construction work was forced to stop.
In order to resolve the stalemate, the community neighborhood committee transferred the case to the joint investigation station in the central area of Tianhe South Street, quickly launched the "3 + X" contradiction and dispute diversified solution linkage mechanism, gathered the judicial, planning, public security, lawyers, street urban management, safety supervision and other multi-departmental forces, and strived for the best efforts of all parties, after a month and a half, the contradictions and disputes were successfully resolved.
Through the use of this mechanism, Tianhe South Street has promoted 55 old residential areas, 373 stairways have completed or are undergoing elevator installation, and the elevator construction rate has reached 86.3%.
Since the implementation of the "3 + X" working mechanism, the success rate of conflict mediation has increased from 92.3% to more than 98.6%.
After the outbreak of the new crown epidemic, the Tianhenan Judicial Institute also used this mechanism to timely resolve more than 200 tenants to reduce rent, as well as p2p, training institutions, long-term and short-term rental apartments, refunds from education and training institutions, real estate-related enterprises and other group disputes, effectively maintaining social stability within its jurisdiction and promoting the continuous improvement of the public security situation.
According to reports, the total police situation of Tianhe South Street in 2019, 2020 and 2021 has decreased year by year, and the criminal and public security police situation has shown a double-digit decline year-on-year.
At present, the "3 + X" working mechanism is promoted in the whole district of Tianhe District, and the experience is introduced at the special action promotion meeting for the investigation and resolution of contradictions and disputes at the grass-roots level in Guangzhou, and the "construction of the '3 + X' contradiction and dispute diversified solution work mechanism" has also been selected into the 2021 Guangzhou Reform and Innovation Experience Replication and Promotion List, which will be promoted in the city.
Nandu reporter learned that in 2021, the Tianhenan Judicial Institute was awarded the title of "National Model Judicial Institute" by the Ministry of Justice. The "big" behavior played by "small" provides a rich practice sample for Tianhe District and even Guangzhou City to improve the public legal service system and enhance the ability of grass-roots governance.
