Located in Nantou Street, Nanshan District, Shenzhen Tongle Checkpoint is one of the gateways of the Guangzhou-Shenzhen Expressway into the original special zone, and is also one of the main passages to Guangzhou in and out of Shenzhen Bao'an International Airport, and has been included in the second batch of shenzhen historical building protection list. To this end, during the "two sessions" last year, some municipal people's congress deputies suggested that the land resources around the Tongle checkpoint be coordinated, and through the transformation of the surrounding areas, the north and south areas of the Tongle checkpoint will not be artificially divided, and the intensive development of pieces will be realized to achieve the improvement of the functional quality of the cities in the region.

Sun Xiaoguang, a deputy to the Municipal People's Congress, suggested that by transforming the Guangzhou-Shenzhen Expressway Tongle Checkpoint, the public infrastructure construction in the Tongle Checkpoint area will be further improved, the quality of urban space will be improved, and the space for industrial development will be expanded, providing a high-quality space carrier for Shenzhen to build a world-class innovative coastal central urban area. Study the space and function of the land use in the area, optimize the transportation system that matches the land use, further improve the traffic and land use efficiency of the area, and release the surrounding potential plots.

The reconstruction and expansion of the Guangzhou-Shenzhen Expressway is a major provincial transportation infrastructure construction project led by the Provincial Department of Transportation, coordinated by localities along the route, and Guangzhou-Shenzhen-Zhuhai Expressway Co., Ltd. (hereinafter referred to as "Guangzhou-Shenzhen-Zhuhai Company") is carrying out the preliminary work of the project. Shenzhen Tongle checkpoint is one of the passes of the Guangzhou-Shenzhen Expressway into the original special zone, the use of land is Guangshen Zhu Company, with the integration of the original special zone in Shenzhen and the abolition of the "second-line pass", the function of the Tongle checkpoint and the surrounding land has undergone major changes.

Accelerate the construction model of the Shenzhen section and the revitalization of land resources

According to the Shenzhen Municipal Transportation Bureau, to this end, combined with the opportunity of the guangzhou-Shenzhen high-speed reconstruction and expansion, under the unified deployment of the provincial government, Shenzhen and the provincial transportation group are conducting in-depth communication and consultation on the shenzhen section reconstruction and expansion plan, construction mode and land resource revitalization and utilization along the line (including the Tongle checkpoint).

Due to the constraints of the existing Nanping Phase II, as well as the planned Xili Hub, Shenmao Railway, No. 13 Metro, No. 15 Metro and other facilities, it is difficult to implement the sinking transformation of the Nantou Checkpoint and the Xili Hub Section of the Guangzhou-Shenzhen Expressway, so the Shenzhen Plan proposes to reconstruct and adjust the Guangzhou-Shenzhen Expressway in this section and adopt the viaduct laying method, add service municipal roads along both sides of the Guangzhou-Shenzhen Expressway, and reconstruct and transform the existing Nantou Interchange, and optimize and improve the rapid connection and conversion with Nanhai Avenue, Nanping Expressway and Xili Hub. Build a three-dimensional composite transportation network system to better provide convenient services for the city.

According to the Shenzhen Municipal Transportation Bureau, in order to actively coordinate and promote the implementation of the Shenzhen plan, the two sides of the technical plan have basically reached a consensus in the early stage of continuous communication and technical docking with the Provincial Transportation Group, Guangzhou-Shenzhen Pearl Company and other units. At present, under the unified deployment of the municipal government, the Shenzhen Municipal Transportation Bureau and relevant municipal departments are accelerating the construction mode of the Shenzhen section and the revitalization of land resources and other related consultation work, and strive to reach a consensus as soon as possible in the provinces and cities to accelerate the implementation of the Shenzhen section of the Guangzhou-Shenzhen Expressway and the traffic transformation of the Tongle area.

Further improve the efficiency of transportation and land use in the area

According to the Municipal Bureau of Planning and Natural Resources, the Guangzhou-Shenzhen Expressway Reconstruction and Expansion Project is an important project to cooperate with the construction and development of the Guangdong-Hong Kong-Macao Greater Bay Area, and the Tongle Checkpoint is an important node of the Guangzhou-Shenzhen Expressway Reconstruction and Expansion Project.

At present, the Provincial Highway Construction Co., Ltd. and the Municipal Transportation Bureau are actively coordinating the specific transportation plan for the reconstruction and expansion of the Guangzhou-Shenzhen Expressway.

The Tongle checkpoint section of the Guangzhou-Shenzhen Expressway involves the [Tongle District] (North District), the [Xili Central District] Statutory Plan and the study scope of the Xili Comprehensive Transportation Hub. Before the reconstruction and expansion of the Guangzhou-Shenzhen Expressway was carried out, the Municipal Bureau of Planning and Natural Resources had organized the revision of the statutory plans of the [Tongle District] (North District) and the [Xili Central District] and completed the urban design of the Xili Comprehensive Transportation Hub, which was guided by new urban functions, demographic structure and land use needs, and rationally adjusted and allocated the functional structure and development intensity of the land around the Tongle Checkpoint, forming a certain work foundation. Next, the corresponding planning adjustment work will be completed in combination with the optimization results of the reconstruction and expansion planning plan of the Shenzhen section of the Guangzhou-Shenzhen Expressway, further improving the traffic and land use efficiency of the area and releasing the surrounding potential plots.

The research work on the reconstruction and expansion planning of the Shenzhen section of the Guangzhou-Shenzhen Expressway is jointly carried out by the research teams of the province and the city, and the research work will be carried out under the premise of respecting the scientific nature of urban development and the rationality of urban planning, with the principle of adapting the functions of land use to the planning of the area, self-satisfaction of public supporting facilities such as education, ensuring the quality of urban style, traffic noise and environmental protection standards, and efficient connection with urban traffic, combined with the actual situation and surrounding conditions, to maximize the functional quality of the area.
