A high level of safety and security is the basis for the successful holding of a "simple, safe and wonderful" Winter Olympic Games. General Secretary Xi Jinping pointed out: "Safety is the bottom line that must be adhered to in major sports events. "At a time when the global covid-19 epidemic prevention and control situation is still grim, how to ensure the safety of the entire process of the Winter Olympic Games? What efforts have the parties involved made to this end? We invite experts and scholars to analyze and explain, and ask the staff and volunteers who are fighting in the frontline of the safety and security of the Winter Olympics to tell their hearts.
1. The strongest measures to ensure epidemic prevention and control
Reporter: In the face of the covid-19 epidemic that is still raging around the world, what are the highlights of the security measures at the Beijing Winter Olympics?
Wang Conghu: The Beijing Winter Olympics were held in the context of the global epidemic, which is the most complex and difficult security precaution in history. The Party Central Committee and the State Council attach great importance to the prevention and control of the epidemic at the Winter Olympic Games, and General Secretary Xi Jinping has inspected and investigated many times and made important instructions.

At the organizational level, the Beijing Winter Olympics Organizing Committee has cooperated with the International Olympic Committee and the World Health Organization to establish an international epidemic prevention and control working group, and has jointly established a domestic epidemic prevention and control special class and expert group with the National Health Commission, Beijing Municipality, Hebei Province, etc., to actively play the role of the two international and domestic epidemic prevention and control mechanisms.
At the level of prevention and control policies, on the basis of adhering to the macro strategies of epidemic prevention and control such as "external prevention of imports, internal prevention and rebound", "dynamic clearance", "people, things and the environment are the same defense", the Beijing Winter Olympics will adhere to the basic principles of vaccination, closed-loop management, liaison officer mechanism, detection, tracking and isolation, reduced contact, and improvement of health awareness, so as to achieve "meticulousness, refinement and extreme", ensure the highest specifications, the strictest deployment, the strongest measures, and effectively implement various security measures to ensure the smooth progress of various events.
Bai Yufei: The most representative safety measures of the Beijing Winter Olympics are mainly closed-loop management and the new crown vaccine should be fully received.
Closed-loop management is stricter than the "bubble epidemic prevention model" of the Tokyo Olympics. During the Tokyo Olympics, the Japanese government launched the "bubble epidemic prevention model", that is, to arrange for all inbound personnel involved in the Olympic Games to live in a "bubble" created by strict epidemic prevention regulations, completely isolated from the general public, in order to achieve the safety goal of no large-scale infection in the Olympic Village and the main venues and the host city from the impact of the epidemic outside the country. This model has great rationality, but there are still some shortcomings in actual operation.
The Beijing Winter Olympics will implement a more rigorous and thorough closed-loop management plan. On the one hand, all personnel involved in the Olympics in China arrive and leave the whole closed loop, and in addition to medical exemptions, those who have not completed the full covid-19 vaccination before coming to China 14 days before the arrival of the whole period need to undergo centralized isolation for 21 days after entry; on the other hand, all personnel in the closed loop need to carry out daily health monitoring and nucleic acid testing, take special vehicles to and from designated places, and take the closed loop as the bottom line. At the same time, we will continue to promote COVID-19 vaccination on the principle of full access. According to the data released by the National Health Commission, the number of people who completed the full vaccination in the first 20 days of the game has exceeded 1.22 billion.
Wang Zongping: Winter is a period of high incidence of respiratory infectious diseases, and the Beijing Winter Olympics have many unique practices in strengthening epidemic prevention, such as closed-loop management, "one policy, one museum, one policy" and so on. 2. Orderly participation ignites enthusiasm for the Winter Olympics

In January 2022, as the host city of the Winter Olympics, the vaccination rate of the whole population in Beijing has exceeded 98%, and the achievements in epidemic prevention and control have continued to consolidate, in this context, the volunteers who have undergone systematic training have successively entered the closed loop, and the city volunteers have also fully entered the "game-time state". In order to better coordinate the prevention and control of the epidemic and the participation of the masses, the Beijing Winter Olympic Torch Relay Route has identified 11 closed transmission areas outside the closed loop and 1 independent transmission area within the closed loop, and at the same time launched the theme activity of "Striving to be a network runner and accompanying the torch to welcome the Winter Olympics".
The Beijing Winter Olympics implement closed-loop management to avoid the spread of the epidemic within and outside the ring to the greatest extent, and at the same time ensure the orderly progress of the competition as much as possible. Olympic-related personnel in the ring can not take public transportation, in principle, can only take the special vehicles for the event, take the high-speed rail to use special access to the station, special waiting area and special carriages, during the race taxi service is also provided by the Winter Olympic Organizing Committee, which not only fully guarantees the smooth and safe traffic in the ring, but also prevents the infection in the ring from spreading to the city level.
Wang Conghu: Because of the needs of epidemic prevention and control, the Beijing Winter Olympics adopted a policy of "limited opening up and orderly participation". For the broad masses of the people, they can support the Winter Olympics in various forms, such as actively learning the basic knowledge of the Winter Olympics and striving to become the propagandists of the Winter Olympics; actively participating in various winter physical exercises, going to the ice and snow, and strengthening their health; having a happy New Year in the local area, talking about the Winter Olympics with their families, and so on. Only by doing a good job in epidemic prevention and control for everyone, every family, every community, and every unit can we ensure the smooth progress of the Winter Olympic Games and ensure that the broad masses of people can share the fun of the Winter Olympics through various forms.
3. Overall planning to ensure the event
Reporter: Some events of the Winter Olympics have the characteristics of extreme venue environment and fierce confrontation, and comprehensive safety guarantee is very important.
Wang Zongping: Many of the Winter Olympics are extreme events, very challenging and confrontational, and the safety of the event cannot be relaxed for a moment. It is necessary to strengthen the safety publicity and education of the venue team, work closely with the world single association, and do a good job in equipment and venue safety inspection; each sports team should adjust the competitive state, play a level, and try to avoid injury. Winter projects are relatively affected by the climate environment, once there is a change in the weather or venue environment, it is necessary to strengthen the early warning, forecasting and coordination mechanism to ensure the safe and orderly progress of the event. All sites should do a good job in medical rescue, fire rescue force deployment, plan formulation, simulation drills, once there is a safety accident, to ensure that the injured can be rescued in time and eliminate dangerous situations.
Wang Conghu: To do a good job in ensuring the safety of the event itself, it is necessary to make overall plans for the security measures of each venue and make emergency plans for various emergencies. It is necessary to strengthen the deployment, inspection and implementation of security work, and non-competition venues such as competition venues, training venues and Winter Olympic Villages, as well as various venue groups, should be included in the scope of security.
It is necessary to implement the security planning requirements in accordance with the standard of "one museum, one policy, one group and one policy", refine specific security measures, strengthen hidden danger investigation, and ensure the safety of the venue and its surroundings. It is necessary to strengthen the overall prevention and control of the social aspect, strictly implement the technical and preventive measures for civil air defense and material defense, and ensure the stability of the overall situation of public order.

4. Actively respond to the construction of a security "embankment"

Bai Yufei: For the service department, providing accurate and efficient all-round protection is an inevitable requirement. For example, the logistics department needs to ensure the safety of all personnel in the closed loop through scientific and professional prevention and control guarantees, healthy and rich catering guarantees, simple and comfortable accommodation guarantees, etc.; the venue department of the venue must make emergency plans for various risks, establish a big data early warning ledger and a joint prevention and control mechanism, in order to timely deal with special events such as interruption of the game or injury of athletes due to abnormal conditions such as extreme weather in the arena.
For the general public, it is an obligation to actively respond to the security initiatives of their cities and Austria. For example, take the initiative to do a good job in personal protection, reduce inter-provincial mobility, reduce the scale and frequency of gatherings and meals; abide by the closed-loop management measures and traffic control regulations of the Winter Olympics, do not gather near the venues of the Winter Olympic venues, and give way to special vehicles for the Winter Olympics.

Eat safely
Beijing and Zhangzhou coordinated to carry out joint prevention and control of water pollution. Communication security
In 2019, 237 5G test stations will be built in Zhangjiakou city, Chongli Olympic area, and along the Beijing-Zhangjiakou high-speed railway. In 2020, full coverage of 5G signals will be achieved in Zhangjiakou City, Chongli City, the core area of the Winter Olympics, and the connecting roads related to the Winter Olympics.
