Putin said in his congratulatory letter that the increasingly turbulent and tense situation in the world undoubtedly requires more unremitting efforts to ensure strategic stability and security and to deal with emerging threats and challenges. "The first priority is to seek comprehensive, legally grounded security for the mainland from the United States and its NATO allies."

Putin stressed that "it is still urgent to carry out continuous and systematic work to consolidate the supremacy of international law and the central coordinating role of the United Nations and to build a just and stable multipolar world order." He expressed confidence that Russian diplomats "will continue to work wholeheartedly and do everything possible to maintain and strengthen Russia's position on the world stage."
