On February 10, Shanghai held the 2022 Human Resources and Social Security Work Conference, proposing to recruit talents in an eclectic manner. Focusing on major strategies, key regions, and key industries, vigorously introduce and gather outstanding talents at home and abroad, study and formulate regional talent support policies for the "north-south transformation", promote the sustainable growth of talent introduction scale, and increase the funding of high-level talent training.

On September 30, 2021, the Shanghai Municipal Bureau of Human Resources and Social Security released the "Shanghai Returnees 300 Index (2021) - Urban Soft Power and the Entrepreneurial Ecology of Returnees" (RISE300), which shows that the overall development level of returnees in Shanghai is high, with strong competitiveness, fast growth and good integration. Returnees have strong viability, with more than 60% achieving profitability within 1-3 years.

"At the same time, more than 70% of the returnees focus on the six core areas of biomedicine, integrated circuits, artificial intelligence, equipment manufacturing, new materials, and new energy, which are of great significance to promoting Shanghai's scientific and technological innovation and industrial upgrading." Liu Hong said.

In terms of promoting employment, Shanghai proposed to stabilize the basic employment plan, create 550,000 new jobs throughout the year, help lead 10,000 successful entrepreneurship, help 8,000 long-term unemployed young people to achieve employment and entrepreneurship, control the number of registered unemployed in urban and rural areas of Shanghai within 170,000, and control the unemployment rate in urban surveys within 5%.

In 2021, Shanghai deeply implemented the employment priority policy, creating 635,100 new jobs throughout the year, the scale of formal employment hit a record high of 10.845 million, and the unemployment rate in the urban survey was significantly lower than the target expected at the beginning of the year. At the same time, policies and measures to support multi-channel flexible employment have been introduced, and employment and entrepreneurship internships and employment assistance policies have been revised. Firmly adhere to the employment bottom line of key personnel, help 12,054 unemployed college graduates who have left school to achieve employment and entrepreneurship, help 78,200 people with employment difficulties to achieve employment, and help 10,092 long-term unemployed young people to achieve employment and entrepreneurship. Implemented a special action plan to encourage entrepreneurship to promote employment, and helped lead 12,787 successful entrepreneurs. In the whole year, 1.1885 million people were subsidized vocational skills training.

"To help unemployed youth achieve employment and entrepreneurship, it is necessary to further increase vocational skills training and enable the unemployed to have survival skills, and at the same time, the government should also encourage enterprises to recruit and increase subsidies." Liu Hong said.

In addition, in terms of benefiting people's livelihood, Shanghai will carry out pilot projects on occupational injury protection for platform flexible employment personnel; in terms of ensuring stability, it will explore announcing major violations of labor security to the public and improving the efficiency of labor dispute mediation organizations in the new employment form.
