In 1927, the Kuomintang turned its face and did not recognize anyone and began to arrest the Red Army on a large scale. Under the pressure of the Nationalist government, the Communist Party began to develop underground until the Autumn Harvest Uprising was launched, and the army began to be built and the armed seizure of power. The two old revolutionary areas of Gannan and western Fujian have gradually become the revolutionary base areas of the Communist Party of China. By July 1931, more than 20 county organizations had been developed in the Xiang'e-Gansu Revolutionary Base Area, with more than 40,000 party members.
In order to better call on Party members to carry out revolution, in September 1931, the Xianggan Provincial Party Committee decided to hold the first generation of workers' and peasants' and soldiers' congress in Pingjiang County, Hunan Province, and established a provisional government of the Xiang'e-Gansu Provincial Soviet Executive Committee. If the government wants to work, it must use the official seal. This official seal is a circular seal made of sterling silver, with a sickle and hammer representing the party in the middle, surrounded by ears of rice, and 20 characters written on the periphery of the "Executive Committee of the Soviets of Xiang'egan Province of the Chinese Soviet Republic".
