"Hanging certificates" chaos
In December 2021, the Municipal Supervision Bureau of many cities in Liaoning Province set off a storm of rectification of practicing pharmacists who violated the law and "hung up their certificates". According to the reporter's incomplete statistics, the official websites of the municipal supervision bureaus of Shenyang, Yingkou, Fuxin and Chaoyang in that month all publicized the "hanging up" behavior of practicing pharmacists.

Among them, the administrative law enforcement column of the official website of the Shenyang Municipal Supervision Bureau shows that from December 9, 2021 to December 31, 2021, the website issued 6 consecutive announcements to revoke the registration certificate of practicing pharmacists, involving a total of 219 practicing pharmacists. According to the investigation of the Shenyang Municipal Supervision Bureau, these practicing pharmacists have not practiced in the registered unit, and there is a "hanging certificate" behavior.
The reporter learned that the practice of practicing pharmacists "hanging up their certificates" is contrary to the current laws of the mainland. In accordance with Article 34 of the Measures for the Administration of the Registration of Practicing Pharmacists, it is strictly forbidden to attach the Registration Certificate of a Practicing Pharmacist, and if the registered unit of the witness is inconsistent with the actual work unit, the licensing department shall revoke the Registration Certificate of the Practicing Pharmacist and not register it within three years; if a crime is constituted, it shall be transferred to the relevant departments for criminal liability in accordance with law. According to the financial reports of previous years, the total number of Sinopharm's consistent stores exceeded 3500 in 2016, and the total number of its stores in 2018-2019 reached 4275 and 5021 respectively. In 2020, the total number of Sinopharm's consistent stores continued to increase, and the value reached 7660 in that year.
In addition, on the interactive platform of the Shenzhen Stock Exchange, Sinopharm Unanimous replied to investors that as of the end of November 2021, there were more than 8,800 social retail pharmacies under Guoda Pharmacy under Sinopharm Consensus.

According to the Administrative Measures for the Classification of Prescription Drugs and Over-the-Counter Drugs, prescription drugs must be prescribed by a licensed physician or practicing assistant physician before they can be dispensed, purchased and used. In addition, the "Drug Business Quality Management Practice" stipulates that enterprises should be equipped with practicing pharmacists in accordance with the relevant provisions of the state, responsible for prescription review and guidance on rational use of drugs.
That is to say, the above-mentioned "ornidazole tablets" and "secretion capsules" are prescription drugs, consumers need to buy such drugs with a prescription, and when sold in pharmacies, the pharmacist in the store needs to review the prescription and guide the consumer to use the drug rationally.
