Supported objects

Headquarters enterprises that comply with the provisions of the Measures for the Identification and Management of Headquarters Enterprises in Qingdao West Coast New Area (Qingxi New Management Office [2021] No. 45), and that have been identified by the New District and passed the review and identification in the application year, and meet the requirements of the relevant provisions of this policy, exclude state-owned enterprises in the zone. In addition to the existing headquarters enterprises can only apply for the support of the two clauses of enterprise development and the contribution of the existing headquarters, the newly introduced registration or newly relocated headquarters enterprises can apply for the support of the provisions of this policy.

Support Policy

01 Registered and settled

Headquarters enterprises with paid-up registered capital of 100 million yuan (inclusive) or more shall be given one-time support of up to 40 million yuan according to 1%. The support funds shall be cashed in place within three years from the year in which the headquarters enterprise actually generates a comprehensive contribution to regional economic and social development, in accordance with the proportions of 30%, 30% and 40%, and shall not be higher than the total comprehensive contribution of regional economic and social development in the new area in three years.

02 Comprehensive contribution

1. Headquarters enterprises shall give 100% support according to the total comprehensive contribution of regional economic and social development generated within three years from the first full year after the recognition year.

2. Headquarters enterprises may apply for one comprehensive contribution support in the 7th and 10th years from the first full year after the recognition year, and support shall be given according to 50% of the total annual comprehensive contribution of regional economic and social development in the three years from the 4th to 6th and 7th to 9th years. The cumulative maximum support for the 4th to 9th year shall not exceed 10 million yuan.

03 Subsidies for office and business premises

1. Subsidies for the construction of office and business premises. Headquarters enterprises to build office and business buildings, according to 20% of the land transaction price to give subsidies, the maximum subsidy of 10 million yuan, its self-sustaining construction area should account for more than 60% of the total construction area.

2. Subsidies for the purchase of office and business premises. Headquarters enterprises that do not have their own office space in the district, within 3 years from the date of registration, purchase office space for their own use at the headquarters (excluding auxiliary facilities and supporting rooms), and will be subsidized according to the standard of 20% of the purchase price, up to a maximum of 10 million yuan.

3. Subsidies for leasing office and business premises. Where a headquarters enterprise leases office or business premises, it shall give a subsidy of up to 10 million yuan in lease fees.

The above three items can be selected or combined with the development of the enterprise itself, and the total contribution of regional economic and social development in the three years from the year of application of the enterprise will be subsidized, and the maximum support shall not exceed 10 million yuan, and shall be cashed within 3 years.

04 Enterprise development

For the first time to be selected as "The World's Top 500", "China's Top 500", "China's Top 100 Software", "State-Encouraged Key Software Enterprises" and "Shandong Top 100", rewards of 10 million yuan, 3 million yuan, 2 million yuan, 2 million yuan and 1 million yuan will be given respectively; for the headquarters enterprises whose annual operating income exceeds 50 billion yuan, 10 billion yuan, 5 billion yuan, 3 billion yuan and 1 billion yuan, they will be given to operators of 1 million yuan, 500,000 yuan, 300,000 yuan, 200,000 yuan and 100,000 yuan respectively.

05 Stock headquarters contribution

Where subsidies are declared during the implementation period of the headquarters enterprise policy, 50% of the support will be given according to the increase in the declaration year on the basis of the comprehensive contribution of regional economic and social development in the previous year of the declaration year.

06 Executive Talent

From the first full year after the recognition year, the headquarters enterprise shall give 100% support according to the comprehensive contribution of regional economic and social development formed by its senior management personnel within 5 years, and allocate the enterprise in the form of support funds to cash in itself.
