In 2005, the State Council issued the "Decision on Improving the Basic Pension Insurance System for Employees of Enterprises", which clarified the establishment of a normal adjustment mechanism for basic pensions, and mainly proposed that the Pension of retirees should be adjusted by the State Council according to the changes in wages and prices of employees. In fact, the pension has changed from the past self-adjustment of various localities to the unified adjustment of the whole country. Since the establishment of the pension insurance system in Beijing in 1992, the pension level of retirees has been adjusted once a year, and it has been 29 years.
After the state issued Document No. 38 in 2005, in fact, the pension adjustment plan for that year was not announced in 2005. It was not until June 16, 2006, that the former Ministry of Labor and Social Security promulgated the 2006 Notice on Adjusting the Basic Pension of Enterprise Retirees. The notice suddenly made a three-year pension adjustment deployment for retirees, and from 2005 to 2007, the monthly per capita pension of enterprise retirees in the above years was used as the base, and it was adjusted according to a certain proportion of the average wage growth rate of the on-the-job employees in the previous year. The adjustment was about 60 per cent of wage growth in 2005, about 100 per cent in 2006 and around 70 per cent in 2007.
According to the 2006 Statistical Communiqué on the Development of Labor and Social Security Undertakings, the wage growth rate of urban workers nationwide is 14.4%. In fact, the pension adjustment range in those years was basically more than 10%.
Since 2008, the state has clarified the adjustment ratio of the unified pension, which is always about 10%. This adjustment was maintained until 2015. The tilt direction of pension adjustment is mainly for the elderly retirees and enterprise retirees with senior titles.
Since 2016, the reform of the pension insurance system has been opened due to the institutions and institutions. When the pension is increased, the organs and institutions are also included in the scope of adjustment. The pension adjustment in 2016 was 6.5%.
The range of pension adjustments fell to 5.5% in 2017 and remained at around 5% from 2018 to 2020. In fact, the overall range of pension adjustment announced by the state is a comprehensive combination of the basic pension level of enterprise retirees and retirees of organs and institutions. Like 2018-2020, in general, the average pension increase of enterprise retirees is about 5.5%, but the basic pension of retirees in government institutions and institutions is 4%.
In 2021, the pension adjustment rate became 4.5% again. At the end of 2021, the National Financial Work Conference made it clear that the basic pension level of retirees should be moderately adjusted. The pension adjustment in 2022 is stable, but it is not certain how much the adjustment is, generally speaking, it will be around 4% to 5.5%.
In fact, the economic development situation on the mainland last year was still very good, but the growth level did slow down at the end of the year. Last year, the per capita disposable income of residents in the country increased by 9.1%, and wage income increased by 9.6%. If it is linked to the growth of wage income, the growth rate will not be too low.
In 2004, the average pension level of enterprise retirees nationwide was 714 yuan, and by 2020, the pension level has risen to about 2900 yuan, and it is expected to exceed 3000 yuan in 2021.
In general, the mainland's social insurance will only provide basic old-age security for the elderly, and it is impossible for the pension level to rise at an unlimited high speed. This is also not conducive to the improvement of the enterprise annuity, occupational pension system and personal pension system. This is also the reason for the stabilization of pension growth in recent years.
