  The Measures point out that the protection funds are established by the central government to support the management and protection of national intangible cultural heritage. The annual budget for the safeguarding funds shall be approved on the basis of the overall plan for the safeguarding of the national intangible cultural heritage, the annual work plan and the financial resources of the state. The implementation period of the protection fund is determined according to the reform plan for the division of central and local fiscal powers and expenditure responsibilities in the field of public culture, and the policy on the protection of intangible cultural heritage.

  The "Measures" make it clear that the protection funds shall be jointly managed by the Ministry of Finance and the Ministry of Culture and Tourism in accordance with their duties. The Ministry of Culture and Tourism is responsible for measuring the basic data, responsible for the authenticity, accuracy and timeliness of the data, responsible for reviewing the declaration documents and proposing proposals for the allocation of protection funds, and supervising and guiding the use and performance management of protection funds. In accordance with the relevant provisions on budget management, the Ministry of Finance, together with the Ministry of Culture and Tourism, shall study and determine the budget and performance targets of the protection funds of the central departments and provinces (autonomous regions, municipalities directly under the Central Government, and cities separately listed in the plan, hereinafter collectively referred to as provinces), supervise the use of protection funds, and guide the performance management of the whole process.

  According to the "Measures", the protection funds are divided into project funds at the central level and the central to local subsidy funds, which are divided into organizational management fees and protection subsidies according to the scope of expenditure. The project funds at the central level include the organizational management fee of the Ministry of Culture and Tourism at the same level and the subsidy fee for the protection of the national intangible cultural heritage of the central department, and the central subsidy fund for the local government is the subsidy fee for the protection of the national intangible cultural heritage of each province.

  The Measures stipulate that the funds for protection shall not be used for expenditures unrelated to the protection and inheritance of intangible cultural heritage, shall not be used to pay for various fines, donations, sponsorships, investments and other expenditures, shall not be used for debt repayment and infrastructure construction, shall not be used for the publication of personal monographs, shall not be used for the salary expenditure of active personnel in the establishment and the retirement expenses of retirees, and shall not be used for other expenditures prohibited by state regulations.

  The "Measures" make it clear that the measurement standard for the inheritance activities of representative inheritors is 20,000 yuan per person per year, and local governments may appropriately increase or decrease central subsidies according to the assessment results and financial resources of representative inheritors determined by the Ministry of Culture and Tourism. Among them, for inheritors with excellent assessment results of inheritance activities, the increase in central subsidies shall not exceed 25% of the calculation standards; for inheritors whose assessment results of inheritance activities are unqualified, central subsidies for inheritance activities shall not be arranged.

  The measurement standard for representative inheritors record projects is 400,000 yuan each, and local governments can make overall arrangements for representative inheritors record project subsidy funds according to actual work development and financial resources.   At the same time, the "Measures" proposes that the protection of funds shall be carried out in accordance with the relevant provisions of the financial and national treasury management system.
