The document points out that public medical institutions should establish and improve the performance distribution system oriented to public welfare, and encourage the tilt to outstanding talents, key positions and front-line medical personnel.
Indicators that may induce excessive examination and medical treatment must not be set and linked to the income of medical personnel, and it is strictly forbidden to directly or covertly issue income-generating tasks to departments and medical personnel.
