Under the mediation of Pakistan, representatives of China and Iran immediately began negotiations on the establishment of diplomatic relations in Islamabad. On August 16, the Ambassadors of China and Iran to Pakistan signed the Joint Communiqué on the Establishment of Diplomatic Relations between the Government of the People's Republic of China and the Government of the Kingdom of Iran in Islamabad on behalf of their respective governments.

In modern times, both China and Iran have suffered aggression from Western powers and become semi-colonial and semi-feudal countries. The peoples of the two countries express solidarity and sympathy for each other in the harsh environment of opposing imperialism and feudalism and trying to save the people from extinction.

China and Iran are located at opposite ends of Asia, one is a big country in East Asia and the other is a big country in West Asia. The economies of China and Iran are highly complementary.
