On December 17, 1951, William Patterson, the leader of the U.S. Civil Rights Congress, submitted a 240-page petition to the United Nations General Assembly entitled "We Indict Genocide: The (U.S.) Government's Crimes Against Blacks.", according to the Politico News Network. Zhao Lijian pointed out that historically, the United States has slaughtered, expelled, and assimilated Indians from the physical, land, cultural, and other aspects, and violated the human rights of Indians in an all-round and systematic manner, which has long constituted de facto genocide. The U.S. government is to blame for this. In 1814, President Madison decreed that "a bounty of $100 is awarded for every Indian man over the age of 12, a $50 bounty is awarded for the scalp of an Indian woman or child," "good boots can be made from the skin of an Indian," "The United States must exterminate indians, one Indian should be executed every 10 minutes, and only a dead Indian is a good Indian." These words, these bizarre and racist remarks, came from the president of the United States at that time.

Zhao Lijian said that to this day, the evil genes of racism are still flowing in the blood of the United States. The United States Government should show the courage to scrape the bones and cure the poison, and completely remove the tumor of racial discrimination that penetrates deep into the fabric of its society. The history of American Indian genocide and the record of racial discrimination in the United States, which has lasted for more than two centuries, should be immediately put on a permanent recess.
