According to Yu Xiongwei, there are 455 small recreational boats engaged in sea fishing in Putuo District, Zhoushan City, and a small recreational boat management organization has been established in the local area, but there are still a large number of small recreational fishing boats in the sea area, and their scope of operation is not limited, and they engage in sea fishing operations without authorization.

"Located at the junction of the light waters at the mouth of the Yangtze River, Zhoushan Sea is abundant and is a natural spawning ground for wild yellow croakers. After the 1970s, due to the large-scale round-up of broodstock in wintering grounds (fish with reproductive ability to develop to the stage of sexual maturity), wild yellow croaker was endangered, and after years of breeding and stocking and remediation, the resources were restored. Yu Xiongwei told the surging news (www.thepaper.cn) that the Zhoushan sea is currently in the winter of the big yellow croaker, a large number of sea fishing boats are concentrated in the wintering field, when the weather is better, there are one or two hundred ships a day, some operators go to sea for a long time and frequent frequency, fishing hundreds of pounds a day, most of them are broodstock that can spawn, which is extremely unfavorable to the recovery of the big yellow croaker population.

He said that most of the small yachts engaged in sea fishing in other places are not equipped with safety equipment, can not be monitored in real time during navigation, and the scope of activity overlaps with fishing waters and cargo ship waterways, there are crossing channels, night sailing, etc., collision accidents occur from time to time. As soon as possible, the Langgangshan Archipelago, the Two Brothers Islands, and the Haijiao Islands, where small leisure boats are concentrated, should be included in the scope of the Zhoushan Municipal Marine Special Protection Zone, and the sea fishing vessels and personnel should be recorded and the sea fishing licenses should be managed separately. In order to protect the migration and breeding of yellow croakers, it is recommended that sea fishing is prohibited in the above areas every year during the overwintering and egg-holding periods of wild yellow croakers.

He also proposed that the coastal waters of the province should be demarcated through the establishment of special waters for recreational fisheries, distinguish between fisheries production and recreational fisheries, return the fisheries to fishermen, and refer to the regulations on the management of professional fishing vessels, indicate the scope of navigation on the certificate of small recreational vessels, and put an end to the phenomenon of cross-sea areas. Departments such as agriculture and rural areas, maritime affairs, fisheries, coast guard, port and shipping, transportation, and natural resources should work together to provide organizational support for the territorial management of small leisure boats, and establish a set of rules and regulations including business entities, activity areas, operation methods, business scale, personnel quality, and management measures.
