On January 19, the Fifth Assessment Team of the Provincial Black Soil Arable Land Protection went deep into Huma County to conduct on-site assessment of the completion of the three-year action plan for the protection of black soil cultivated land in Daxing'anling, and extended the assessment of Huma County. Huang Zhifu, deputy commissioner of the bureau, the regional agricultural and rural bureau, and the leaders of Huma County, Wei Zhimin and Zhuang Yongbin, accompanied the assessment.
During the period in Huma County, the assessment team held an assessment report meeting on the three-year plan for the protection of black soil cultivated land in Heilongjiang Province to listen to the completion of relevant work in Daxinganling and Huma County. The assessment team pointed out that during the period of 2018-2020, Huma County conscientiously implemented the task requirements of the "Three-year Action Plan for the Protection of Black Soil Cultivated Land in Heilongjiang Province (2018-2020)", effectively did a good job in the protection of black soil cultivated land, and in accordance with the technical route of "increasing, protecting, raising and adjusting", according to local conditions, comprehensive policies. Strengthen organizational leadership, establish a joint conference system for the protection of black soil arable land, build a working mechanism of linkage between the upper and lower levels, coordinated advancement, and combined fists, to ensure that the protection of black soil cultivated land is implemented and achieves practical results. Strictly abide by the red line of cultivated land, implement the hard constraints of "ecological protection red line, environmental quality bottom line, and resource utilization line", and adhere to the strictest system of farmland protection and intensive land conservation. Strengthen the control of loss, implement scientific crop rotation, promote deep loose land preparation, apply organic fertilizers, implement the "three reductions" action, and recycle packaging waste. Remarkable results have been achieved in the protection of black soil arable land. The assessment team hopes that in the next step of work, Daxinganling and Huma County will increase policy support, improve scientific and technological support, develop large-scale operations, and strengthen publicity and guidance.
