The consultation "lights up" the residents' way home

Chenjiawan Community is located in the southern foothills of Huangjing Mountain, covering an area of 2 square kilometers. Unlike other neighborhoods in the downtown area, this neighborhood is built on a hill, with 80% of its residents living at the foot of the mountain or on the mountainside.

"Before, my biggest fear was to go home at night." Because of the lack of lighting equipment on the main roads and back streets and alleys entering the community, Yin Hong, a resident of Chenjiawan Community, felt uneasy when she mentioned the experience of walking at night.

"At night, except for the faint light flashing in the roadside residential buildings, the road into the community was dark." Yin Hong remembered that once when she came home at night, a black shadow suddenly appeared from the side of the road. The black shadow kept leaning on her and talking to her in a low male voice.

"I was terrified, spread my legs and run forward." It wasn't until she ran to the bright light that Yin Hong stopped and called the police.

"The police officer who came out of the police asked me what the other party looked like, and I could only shake my head and say I didn't know." Because there was no light, Yin Hong could not see the appearance of the other party in the darkness, so she had to give up reporting the case. "Installing street lights for the community" has also become the common desire of Yin Hong and other community residents.

Therefore, from 2018, the Chenjiawan community raised funds and began to carry out large-scale street lamp renovation.

"However, the further up the hill the renovation project goes, the more difficult it becomes." Chen Xiaoling, secretary of the party committee and director of the community in Chenjiawan Community in Xisai Mountain District, explained that to illuminate the way home for most residents, it is impossible to avoid the topic of building street lamps on the "mountain".

"These street lights are far from the main road in the city, and there is no way to connect to public electricity." Chen Xiaoling said that this means that not only the street lamps in the construction process to provide nearby residents with construction electricity, but also after the lights are installed, the electricity used for lighting also needs residents to pay out of their own pockets.

In order to realize the lights as soon as possible, under the organization of Chen Xiaoling, the Chen Jiawan community convened party members and mass representatives and held an autonomous meeting on the installation of street lamps in back streets and alleys. "I didn't expect this mode of consultation and deliberation to have an immediate effect." Through consultation, the community solved a series of specific problems such as the use of electricity and site selection for street lamps.

"The lights that illuminate the night road are on, and the hearts of the masses are warm!" Now when Yin Hong and other residents of the community go home at night, they always feel very grounded.

How to build the main road of the community is up to the residents

"Regardless of the big and small things in the community, if the residents are involved in the consultation and discussion, and the residents' representatives are involved in the decision-making, things will be much easier to handle." After the renovation of community street lamps, Chen Xiaoling felt that this method was worth learning from and promoting.

So in June 2018, the Chenjiawan community built a "left neighbor right li" consultation and deliberation center.

Soon, in the center of consultation and deliberation, 7 types of neighborhood autonomy teams such as large community party committee units, two representatives and one committee member, and resident representatives gathered to solve the problems around the masses with their hearts.

From the bus terminal of No. 14 along Lake Road to Huangjiawan Road in Chenjiawan Community, there is a 998-meter-long mud road, which is the main road for surrounding residents to enter and leave the community.

"As soon as it rains, muddy water mixed with stones and muck flows down the mountain, making it difficult for people to walk." Li Xisheng, a resident of chenjiawan community for 32 years, shakes his head when he mentions the road conditions in the past.

In order to repair this muddy road, the secretary of the community grid led several party members and mass representatives to do door-to-door work, give full play to the advantages of consultation and deliberation, and discuss with community residents how to repair the road. Because of his active advice, Li Xisheng was also elected as a party member and mass representative to participate in the road construction work.

"During that time, I worked with the road builders every day." In order to strictly control the quality of the project, Li Xisheng participated in the road construction throughout the process, and even he personally asked about the selection of materials.

"Once, I objected to the material used to pave a section of the road." Li Xisheng communicated his ideas with the construction party and asked for better quality materials. "Unexpectedly, the next day, the person in charge of the construction party replaced the construction materials that were originally used."

In October 2019, with the joint efforts of the community residents and the construction team, the construction of the road section was completed.

"From the start of construction to the time the road was renovated, it took us only two months." Every time he embarks on this highway that he participated in building, Li Xisheng always has a sense of pride in his heart.

"The 'Six Civil Work Law' (Civil Proposal, Civil Civil Assembly, Civil Civil Decision, Civil Private Administration, Civil Civil Evaluation, Civil Civil Covenant) has always been the construction principle upheld by the 'Left Neighbor Right Li' Consultation and Deliberation Center."

Chen Xiaoling said that the community party committee took the lead in building a platform for deliberation and consultation, and established a deliberative consultation mechanism in order to let the masses play a leading role in community governance.

Gathering people's hearts and minds to turn "vegetable fields" into "parks"

In the early morning of January 13, in the Yuanxi Square of Chenjiawan Community, the members of the community dance team danced to the sound of pleasant music.

On holidays, the community also holds a series of activities in the square, attracting residents from all over the world to participate.

However, once upon a time, the location of Yuanxi Square was the most unpopular place for the residents of the community.

"Surrounded by vegetable fields and barren slopes, garbage can be seen everywhere, and it is difficult to connect with the current scene." Cheng Xiao, a resident of the community, feels that compared with the original, the appearance of this land has already undergone complete changes.

"Before the plaza was built, it was difficult for residents to find an outdoor fitness venue in the community." Cheng Xiao said that because of this, for a time, turning the "vegetable field" into a "park" became the wish of the majority of residents.

The will of the people was quickly gathered in the center of consultation and deliberation. During the consultation, the Chenjiawan community decided to build a pocket park on the "vegetable field". "Renderings of the square were posted very early." The square has not yet been built, and Cheng Xiao and the community residents already know what the park looks like.

At the end of September 2019, with the help of higher-level departments, the construction project of Yuanxi Square was completed, and another practical project of people's livelihood "took root" under the impetus of the consultation and deliberation system.

"The problem of residents' reaction has been solved, and the enthusiasm for participating in decision-making community affairs has also increased, which has promoted the effective resolution of various contradictions and disputes."

What makes Chen Xiaoling happy is that the deliberative consultation mechanism has enabled the resolution of community contradictions and disputes to a virtuous circle and improved the satisfaction of community residents.

"In addition to the 'left neighbor right' deliberative consultation system in the Chenjiawan community, the Chengyue community has the 'alley outside the alley' system, the Tonghua community has the good neighborly council hall, and the Bell Tower community has the 'Six Communist Work Law' system... These are all vivid practices of community residents participating in deliberations and consultations. ”

According to the relevant person in charge of the grass-roots political power section of the Huangshi Civil Affairs Bureau, Huangshi City has vigorously promoted community governance innovation and explored the work of residents' deliberation and consultation with the opportunity of being selected as a pilot city for the modernization of social governance in the country.

In March 2021, the Guidelines for the Deliberation and Consultation of Residents of Huangshi City (for Trial Implementation) were formally formulated, comprehensively promoting the "Six People's Work Law" and refining the community deliberation and consultation from the aspects of personnel composition, scope of deliberation, and deliberative procedures.
