The Third Plenary Session of the 18th Jingning County Committee of the Communist Party of China was held on January 20, 2022.

Present at the plenary session were members of the county party committee and alternate members of the county party committee. County-level leaders who are not members of the county party committee or alternate members of the county party committee, members of the Standing Committee of the County Discipline Inspection Commission, secretaries of the party committees and mayors of townships and towns, secretaries of party working committees and directors of management committees of urban communities, directors and deputy directors of the committees and offices of the standing committees of the county people's congress, directors and deputy directors of the special committees and deputy directors of the county CPPCC committees, members of the leading bodies of units directly under the county government, principal responsible persons of county-affiliated enterprises, provinces and cities stationed in Jingjing, and some representatives of the Eighteenth County Party Congress attended the meeting as observers.

The plenary session was presided over by the Standing Committee of the county party committee. The meeting conveyed and studied the spirit of the 15th Plenary Session of the 13th Provincial CPC Committee and the Economic Work Conference of the Provincial CPC Committee, the Second Plenary Session of the 5th PLENARY SESSION of the Municipal CPC Committee and the Economic Work Conference of the Municipal CPC Committee, listened to the work report made by He Pengfeng, secretary of the county PARTY Committee, entrusted by the Standing Committee of the County CPC Committee, summarized and reviewed the work since last year, and arranged and deployed the work for the current and future periods. Wang Lei, deputy secretary of the county party committee and county magistrate of the county government, reported on the economic work in 2021 and arranged the deployment of work tasks in 2022. The meeting deliberated and adopted the "Decision of the Jingning County CPC Committee on Strengthening the Political Construction of the New County Party Committee."

The plenary session fully affirmed the work of the Standing Committee of the County Party Committee in 2021. The plenary session pointed out that the Central Economic Work Conference has determined the overall requirements, main objectives, policy orientations, and key tasks of this year's economic work, and the fifteenth plenary session of the thirteenth session of the provincial party committee and the economic work conference of the provincial party committee, the second plenary session of the fifth session of the municipal party committee and the economic work conference of the municipal party committee have made specific arrangements for the economic work of the whole province and the whole city, which has provided us with guidance for firmly grasping the key work and accelerating the high-quality economic and social development. All levels and departments of the county should improve their political standing, study and implement it in depth, firmly grasp the overall situation of "stability," the profound connotation of "two overall situations," the superposition of "triple pressure," the understanding of the law of "four musts," the development orientation of "five major theoretical and practical issues," and the clear orientation of the "seven major policies," strengthen confidence, overcome difficulties, and go all out to promote the decision-making and deployment of the central and provincial and municipal party committees to take root.

The plenary session carefully studied the situation and opportunities for the development of the whole county, pointed out the "double pressure" faced by the small economic aggregate and short industrial chain, high-quality economic development and ecological high-level construction, promoting new urbanization and accelerating rural revitalization, intensifying competition and poor cadre work style, analyzed the policy opportunities of the state in fiscal policy, expanded investment, financial currency, county economy, etc., and proposed to transform resource advantages into industrial advantages, location advantages into undertaking advantages, etc. The requirement to turn a potential advantage into a competitive advantage.

The plenary session stressed that the overall requirements for the work of the whole county this year are: to take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, closely follow the general requirements of "three new and one high", take the "4556" development idea as the overall plan, and deeply implement the construction of industrial system, project breakthroughs, rural revitalization, urban renewal, ecological foundation building, reform and empowerment, civilization creation, people's livelihood security, governance efficiency, party building to lead the ten major actions, and comprehensively promote economic, political, cultural, social, ecological civilization and party building.
