However, over time, the more the anchors gathered, the more they became the distribution center of online live broadcasting, and also the source of disturbing noise. Most of the anchors come here at night to broadcast live, and the music they carry from the high-power amplifier often lasts until eight or nine o'clock in the evening, and it is less than 400 meters away from the residential area.
"We have a linkage mechanism with the citizen hotline platform. In October last year, after the citizens' hotline platform forwarded complaints from the citizens, we believed that this was a new problem that needed to be paid attention to. Cheng Zhusong, director of the public welfare procuratorate of the Chongming District Procuratorate, said that in order to grasp the first-hand situation, they repeatedly squatted in the sightseeing levee area after work to check the details on the spot.
Prosecutors found that many anchors carried audio, microphones, lights, brackets and other equipment at night to sing and dance on the river embankment, attracting many residents and tourists to stop and watch.
The case-handling personnel used decibel meters to detect the noise at the scene and found that even at 20 meters from the sound source, the decibel value was above 75 decibels, and in many cases even exceeded 100 decibels.
According to the provisions of the "Urban Area Environmental Noise Standards", in the mainly residential area, the night environmental noise limit is 45 decibels, and in the residential, commercial and industrial mixed areas, the maximum limit of night ambient noise is 50 decibels.
After the procurator learned of these circumstances, he sent a procuratorial recommendation to the relevant functional departments on October 14, recommending that the supervision duties be fully performed in accordance with the law and that the illegal acts of creating living noise be investigated and punished.
The district environmental protection and public security departments have persuaded and informed the live broadcasters of the Bingang River Embankment, and also strengthened the inspection of the sightseeing embankment area.
In early December 2021, the relevant administrative organs replied that the problem of noise disturbance on the Riverside Embankment had been rectified. After receiving the reply letter, the case-handling personnel of the Chongming District Procuratorate also went to the scene many times to investigate, and found that the noise disturbance situation basically did not exist.
