Lack of maintenance, the revolutionary site is in dilapidated condition
The former site of the Ziyun District Farmers' Association (Eyu-Anhui Red Army General Hospital) is located in Taojiabian Village, Qiliping Town, Hong'an County, Hubei Province. In the first lunar month of 1927, Cao Xuekai, Zheng Weisan, Dai Jiying, Wu Huanxian and others established the Ziyun District Farmers' Association here. At the beginning of May 1929, the first Red Army hospital was established here in the revolutionary base area of Eyuwan.
After the establishment of the Red Army Hospital, due to frequent battles, the number of wounded continues to increase, medical equipment is also seriously lacking, many seriously injured people can not get effective and timely treatment of glorious sacrifices, people will bury the remains of the martyrs near the south-facing hillside behind the hospital, and gradually form a Red Army martyrs cemetery covering an area of about 30,000 square meters. According to incomplete statistics, the cemetery buried more than 2,000 Red Army martyrs.
On January 8, 2019, the former site was identified by the Hubei Provincial People's Government as a cultural relics protection unit of Hubei Province, and was also announced by the Department of Culture and Tourism of Hubei Province as "Hubei Province Immovable Revolutionary Cultural Relics (First Batch)".
A year ago, however, the scene here was worrying: the interior of the old site was full of debris, dead branches and weeds could be seen everywhere, and even a few ignorant villagers built six or seven clay statues of bodhisattvas, coupled with disrepair, dilapidation, lack of cultural relics protection signs, and the martyrs' cemetery was flooded with weeds and forests... It not only damages its cultural relics value and historical value as a red relic, but also damages the public interest of society and brings adverse effects to society.

A clue, procuratorial public interest litigation acted quickly
In April 2021, the Hong'an County Procuratorate received a tip from the Hubei Provincial People's Procuratorate about the lack of protection of the memorial facilities for the heroic martyrs at the former site of the Eyu-Anhui Red Army General Hospital.
On the day of receiving the clue, the hospital immediately arranged for the case-handling cadres and policemen to go to the scene to carry out on-site investigation, and found that the old site did lack effective protection and management. Immediately invited the relevant functional departments and the responsible persons of the town government to go to the scene to conduct on-site investigation and fix evidence, and form a consensus on the protection of red resources. "Revolutionary cultural relics are non-renewable historical and cultural resources, valuable assets, and it is our responsibility to protect red resources." Wu Zhigang, a member of the party group and deputy procurator general of the court, said.

The court quickly launched the pre-litigation procedures for the protection of public interest litigation on the protection of revolutionary sites in accordance with the law, and issued procuratorial suggestions to the county cultural and tourism bureau, the county veterans affairs bureau, and the Qiliping town government, which have the responsibility of supervision, urging them to earnestly perform their duties of protecting and managing revolutionary cultural relics, and actively taking effective measures to perform their duties of protecting the memorial facilities for the heroic martyrs at the former site of the Ziyun District Farmers' Association in accordance with the law. In accordance with the provisions of the Supreme People's Procuratorate on the system of sending copies of important pre-litigation recommendations to the Party Committee, the People's Congress, and the competent department at the higher level of the unit being recommended, a copy of the procuratorial suggestions was sent to the county party committee for the record, and a special report was made to the Hong'an County Party Committee.
After the procuratorial recommendations were issued, the relevant departments attached great importance to it, studied and formulated rectification plans, and actively implemented all aspects of rectification and reform. The secretary of the county party committee presided over a special meeting, and organized the responsible persons of various functional departments to personally attend the scene, supervise the rectification and reform, and decided to allocate funds to repair the old site of the Red Army General Hospital in the Eyu-Anhui base area, carry out unified planning for the old site, declare the construction of a martyrs' cemetery, and provide the masses of the people with another place for party history study and education, revolutionary tradition education, and patriotic education.
"Look back" many times, and each time you see something different
Are prosecutorial recommendations valid after they have been issued? Are the relevant functional departments performing their duties adequately? Is the rectification in place? The procurator always had this red land in mind, and in the process of rectification, he repeatedly "looked back" at the old site.
On January 19, 2022, Wu Zhigang, a member of the party group and deputy procurator general of the Hong'an County Procuratorate, led the case-handling team to the former site of the Eyu-Anhui Red Army General Hospital to carry out public interest litigation "looking back" on the spot, and also invited some municipal people's congress deputies, CPPCC members, and people's supervisors to participate, with the help of "external brains" such as people's congress deputies, CPPCC members, representatives of public welfare damaged areas, and experts and scholars to promote the handling of cases.

At present, after rectification, the repair of the old site has achieved remarkable results, the door has been hung with eye-catching signs, debris has been cleaned up, the cemetery area has been fenced, the road surface has been bricked and repaired, and the courtyard has been displayed and exhibited...
"Since receiving the procuratorial suggestions, all departments have attached great importance to it and vigorously promoted rectification." The village branch secretary of the old site said, "We are excavating the story behind the old site, preparing the explanatory words, and equipping professional docents to tell the red story of the Red Army General Hospital to more people, and at the same time more perfect in the hardware configuration..."

Wu Bian, deputy to the Huanggang Municipal People's Congress and director of the Jute Memorial Park Visitor Center, highly affirmed the red resource protection work carried out by the Hong'an procuratorial organs and put forward valuable professional suggestions for the maintenance of the old site.
