The national mine rescue team implements a "flat" call command mechanism, focusing on ensuring "enterprise, regional, and cross-regional" rescue. When an enterprise has an accident, as the first response force of enterprise rescue, it immediately carries out rescue; when an accident occurs in the region, the local government can mobilize the national mine rescue team in its jurisdiction to participate in the rescue; when a major accident occurs, the Ministry of Emergency Management directly instructs the national mine rescue teams in various places to carry out cross-regional reinforcement.
Shen Zhanli said that the National Safety Production Emergency Rescue Center of the Local Government and the Ministry of Emergency Management has equipped the national mine rescue team with many large-scale equipment, such as large-diameter vertical drilling rigs, high-power drainage pumps, transportation and hoisting, drilling and excavation support and other world-class advanced rescue equipment, in order to effectively carry out the rescue of major accidents such as mines and tunnels. The National Mine Rescue Team participated in the rescue of accidents such as the Didaosheng coal mine in Heilongjiang and played an important role. In addition, it also participated in the emergency rescue of natural disasters such as the exceptionally heavy rainstorm disaster in Zhengzhou, Henan, the Yangpi earthquake in Yunnan and the Maduo earthquake in Qinghai.
