On January 15, the official WeChat public account of the Beijing Municipal Commission for Discipline Inspection and Supervision issued a document saying that Huang Tao, former deputy general manager of China Resources Land's Beijing Company in North China, was suspected of serious violations of discipline and laws and was currently under disciplinary review by the China Resources Discipline Inspection Commission; the Pinggu District Supervision Commission had designated jurisdiction by the Beijing Municipal Supervision Commission.

Huang Tao was born in December 1971, with a postgraduate degree and is a member of the Communist Party of China. In the eyes of industry insiders, many corrupt executives are the backbone of the enterprise, or they are people who can affect the development of specific business sectors, so the anti-corruption attitude of the enterprise is more important.

According to statistics, in 2021, a number of housing enterprises, including Dongyuan, New Town Holdings, Country Garden, Xuhui, Vanke, etc., opened a self-examination and self-correction model, setting off a round of anti-corruption storm.

In March 2021, Dongyuan Group issued a number of disciplinary notices in East China, involving a total of 15 people in Hangzhou and Shanghai.

According to the Circular, a recent audit by the Risk Management Center of Dongyuan Group found that the company in East China had problems such as artificial manipulation of bidding results, collusion in bidding, supplementation of false bidding processes, illegal cash-out, falsification of original full family data, employees accepting rebates and benefit fees from suppliers, and employees borrowing from suppliers, which seriously violated the company system and touched the red line.

Three months later, in June, New Town Holdings issued an internal announcement that Cao Jianfeng, former deputy director of marketing of Suzhou Yusheng Company, Liu Zhiqiang, former marketing manager of Yusheng Company, Xu Zhou, former deputy director of planning of Niesheng Company, and Fei Sheng, former assistant general manager of Niesheng Company, were given free termination of labor contracts for suspected job-related crimes, never hired, included in the list of untrustworthy personnel, and ordered to return all illegal gains.

It is understood that Suzhou Yusheng Company of New Town Holdings was responsible for developing MOC Core City Hui, which was fined about 1.824 million yuan by the Suzhou Housing and Construction Bureau for unauthorized construction without obtaining a construction permit.

Also in June, it was reported that Zhang Qiang, the former general manager of Country Garden Cultural and Commercial Tourism Group, had been transferred to the judicial organs for handling on suspicion of embezzlement of his position and bribery.

According to the data, Zhang Qiang previously served as the general manager of CITIC Commercial Management, the assistant to the president of Blu-ray Real Estate, and the president of Blu-ray Cultural Tourism Group. Zhang Qiang joined Country Garden in April 2018 as the general manager of Country Garden Cultural and Commercial Travel Group.

According to Country Garden insiders, Country Garden Group attaches great importance to clean and anti-corruption work, resolutely cracks down on all violations of law and discipline, and adopts a "zero tolerance" attitude towards fraud and corruption. The Zhang Qiang incident was discovered during an internal picket.

At the end of October last year, Wang Jiaxi, the former vice president of Excellence Group, who had been in office for less than a year, was sent to the judicial organs for handling corruption, and the amount involved could be hundreds of millions of yuan.

As for the reasons for the arrest and the latest developments in the incident, Excellence replied that at present, Wang Jiaxi has indeed been taken away to assist in the investigation, but he does not know what is going on, nor does he know when it is (because) the matter, everything is not very clear.

In early November 2021, Xuhui internally reported a serious team corruption case. There are five main people involved in the case: one marketing director and one sales manager, and three sales case personnel, including project management personnel, management trainees of the marketing mouth, and former sales crowns.

According to the notice of Xuhui Chengdu City Company, from November 2019 to May 2020, the sales manager of Chengdu Jiangshan Heming Project and others sold the houses checked out by multiple sets of customers of the project at a premium price outside the contract, and the proceeds of the mark-up were privately divided by the project marketing general and the property consultant.

The company dismissed five of the parties and transferred them to the judiciary on suspicion of embezzlement of office. The public security organs have also filed a criminal case and taken criminal coercive measures against the above-mentioned persons.

It is worth mentioning that Xuhui's "anti-corruption" involves a low level, but it is very strong, and it is directly transferred to the judicial organs.

Also in early November, Vanke issued a fine, issuing a fine to the COO that was "downgraded to Level 2 and fined 10 million yuan.". This is not because he personally stepped on the high-voltage line, but because of the northern region in charge.

For the anti-corruption of housing enterprises, Yan Yuejin, a well-known real estate analyst, believes that corporate anti-corruption reflects the good governance model of enterprises. Enterprises should adhere to "zero tolerance" in corruption, and the increase in corruption problems has eroded the development ability of enterprises, losing the environment of fair competition and distribution mechanism.

In January 2019, Jian Yuping, president of Agile Real Estate Hainan, and Cai Xiaopeng, vice president of Guangzhou, were dismissed for serious integrity violations; in May, Deng Min, executive deputy general manager of Landsea Green Group Chengdu Company, was dismissed from the judicial authorities for suspected economic crimes and arrested by the judicial authorities; in May, Wu Zhangyan, deputy general manager of Poly Real Estate, was investigated and taken lien measures; in June, corruption incidents occurred in Sunac Shanghai and Wuxi branches, involving more than 100 million yuan in funds.

In August 2019, Wang Mou, former assistant to the president of Wanda Commercial Management Group and general manager of the South China Operation Center, Mi Mou, former deputy general manager of Wuhan Regional Merchants Operation, Fu Mou, former general manager of Huanggang Wanda Plaza, and Zhang Mou, former deputy general manager of Xiaogan Wanda Plaza, demanded bribes from merchants, suppliers and employees, involving an amount of nearly 100 million yuan, seriously violating the group system and suspected of committing crimes. After the incident, Wanda terminated the labor relationship with the above four people and handed them over to the judiciary.

In September 2019, the vice president of Hainan Atlantis Business Travel Development Co., Ltd., a subsidiary of Fosun, and two of his subordinates sold some apartments and villas to home buyers at a higher price, making a profit of nearly 200 million yuan, and the company handed over 3 people to the relevant judicial departments.

In October 2019, Midea Real Estate issued a group anti-corruption announcement, saying that several employees, including vice presidents of regional companies, project marketing managers, and property consultants, had collectively cheated and used their powers to make profits. In 2015, the China Enterprise Anti-Fraud Alliance was established in Shanghai, with founding members including Alibaba, Country Garden, Midea, SF, Vanke, etc., which is the first non-governmental non-profit cooperative organization in China to be established by enterprises with the goal of anti-fraud.

In order to fight corruption, housing enterprises have also built anti-corruption alliances. In July 2020, 14 real estate companies, including Shimao, Rongxin, Sansheng, Sunshine City, Yuzhou, etc., gathered in Shanghai to establish the "Audit and Supervision Alliance".

In addition to the risk management and internal control system set up by the Board of Directors of the Group, Country Garden has also set up a risk control audit and supervision center, and in 2019, it established a discipline inspection committee.
