New Mexico Public Education Secretary Kurt Steinhaus previously said: "We know from multiple regions that the shortage of substitute teachers is the most critical staffing issue at the moment. People are asking for support from the state government. "After classes resumed in January, the rapid spread of the Omiljung variant has led to the conversion of about 60 school districts in New Mexico to distance learning and the closure of 75 child care centers.

New Mexico Governor Michelle Lujan Grisham said the state needs at least 800 substitute teachers and daycare staff. Currently, New Mexico has 16,000 state government workers and 4,000 National Guard members. 50 members of the New Mexico National Guard have volunteered to become substitute teachers. The National Guard hierarchy expects the number to continue to grow.

Volunteer teachers of the National Guard will not carry weapons and will be able to wear military uniforms or private uniforms as required by different schools. The new substitute teachers simply conduct simple training and background checks to qualify for the course within two days. At the same time, these substitute teachers from the National Guard and state governments will enjoy their regular salaries.
