Nanning, 19 Jan (China News Service) -- Huang Hailong, president of the Guangxi Zhuang Autonomous Region High People's Court, said in Nanning on 19 January that the Guangxi court system has severely cracked down on epidemic-related crimes such as "smuggling with the epidemic" and obstructing epidemic prevention and control, concluded 761 cases involving 2,153 people, and severely punished 64 "snakeheads" and smugglers.

On the same day, Huang Hailong made the above remarks when he made a report on the work of the court to the Fifth Session of the Thirteenth People's Congress of the Guangxi Zhuang Autonomous Region.

At present, the global new crown pneumonia epidemic continues to spread, and mutant strains of the virus have appeared in many countries. Guangxi's border line is long, the villages are scattered, and there are many convenient roads, and the task of "external prevention and import" of epidemic prevention and control is arduous. In particular, in the recent series of illegal entry cases, some smugglers tested positive for nucleic acid, which brought a severe test to the prevention and control of the epidemic in Guangxi.

According to data provided by the Guangxi Higher People's Court on the same day, in 2021, Guangxi accepted 319 foreign-related criminal cases in the first instance, of which the crime of sneaking across the national border accounted for more than 60%.

Mao Zhonghua, chief procurator of the People's Procuratorate of Guangxi Zhuang Autonomous Region, also introduced on the same day that Guangxi is closely concerned about the hidden risks such as the illegal entry and exit of border personnel and the smuggling of frozen goods, and in 2021, 2,613 people were prosecuted for crimes that obstructed the management of national (border) borders and epidemic prevention and control, an increase of 110.4% year-on-year.

In order to ensure the expeditious conclusion of the above-mentioned cases, the Guangxi court system has set up a professional trial team and jointly issued the "Circular on Severely Cracking Down on Illegal and Criminal Acts Obstructing State (Border) Border Management in Accordance with the Law" with procuratorial, public security, judicial and other departments, clarifying the key points of the crackdown and the crimes that may be involved.

At the same time, Guangxi cracked down on and severely punished the leading elements of the case, the participants who played a major role in the joint crime, and the smugglers who brought the epidemic, and publicly pronounced judgments in court on the case of Lin Mou and 23 other people obstructing the management of the national (border) border in accordance with the law, which played a strong deterrent effect.

In addition, the Guangxi court system actively cooperated with the "National Sword" operation, severely punished smuggling crimes according to law, and concluded 252 cases of 611 people.

In order to fully protect the procedural rights of the parties, Guangxi provides interpreters for foreign defendants who do not understand Chinese, and provides legal aid services for foreign defendants through legal aid centers. In view of the difficulty of escorting defendants out of detention centers for trial during the epidemic period, coordinate multi-departmental use of remote video to hold court sessions to improve trial efficiency.

Huang Hailong said that in the next step, Guangxi will take the handling of foreign-related criminal cases, especially foreign-related criminal cases such as smuggling across the border, as the focus of its work, and severely punish cross-border crimes with severity and speed.
