Although at the beginning of his reign, Kublai Khan implemented the Sinicization system, using the Han ruling institutions to rule the people, and appointed a large number of Confucian ministers in the dynasty, including Liu Bingzhong, Yao Shu, Xu Heng, and so on.
However, its "Han Law" was not implemented thoroughly.
Due to the wide coverage of the Yuan Empire, in addition to the Central Plains, including other places, many Monarchs of the Central Asian Khanates and members of the Mongol royal family were dissatisfied with Kublai Khan's actions of practicing Han law, and Kublai Khan gradually alienated himself from Confucianism in his later years, so Han law did not become a complete system, and the Yuan Dynasty never promulgated a complete code.
In the middle of the Yuan Dynasty, the succession to the imperial throne was disordered, there were frequent coups, politics was always on the right track, and Sinicization was delayed and development was stagnant. In the later period of political corruption, the financial officials headed by Ahma presided over the state affairs, and from the seventh to the ninth year of the Yuan Dynasty, and from the 24th to the 28th year, the Shangshu Province was twice set up for comprehensive financial management. Shangshu Province's financial management policies mainly include: increasing taxes, developing iron smelting, selling agricultural organs, "including surveying" (recovering the southern Song Dynasty public land seized by private individuals and monasteries, and levying land endowments), "reckoning" (collecting money and grain owed by various localities over the years), and changing the banknote law, which significantly increased the state's income.
However, due to the corruption of officials, the focus on looting, and the flow of wanton expropriation and tyranny, it has become one of the important reasons hindering social and economic development. At the same time, in order to build a sea vessel for foreign wars and build a crusade for the east, the conscription of conscription in the coastal and Jiangnan regions was increasingly increasing.
The people were overwhelmed by heavy feudal exploitation and oppression, and ethnic and class contradictions intensified day by day, resulting in frequent peasant uprisings at the end of the Yuan Dynasty.

Fan Meng once wrote on the wall with a pen, "Everyone says that I don't do things, how many people do things now?" In the sleeve, the dragon slayer slashed the hand and buried Qingfeng Twenty Spring. It can be seen that Fan Meng's resentment is unwilling.
Winter solstice in November 1339,
The senior officials of the Henan Provincial Government held a grand banquet, and the defense inside and outside Kaifeng City was lax.
Fan Meng conspired with several accomplices such as Huo Bagui, who was the old acquaintance, and first arranged for Huo Bazhao to disguise himself as Qincha to ride into the city, and falsely passed on the holy will and announced that the emperor had ordered Fan Meng to be the false holy will of Qincha in Henan Province.
Then, when most of the officials were hangover and could not distinguish between true and false, and did not react, they immediately ordered the officers and men to arrest the officials present and kill them in case the matter was revealed.

There are no airtight walls in the world, and a few days later, this matter still reached Dadu, and there was an uproar in the government and the public! For a time, various rumors appeared. Finally, under the decision of Emperor Hui of Yuan, Fan Meng was sentenced to death.
After the fact, the local officials were implicated in thousands of people! It has to be said that Fan Meng was really strong, and as an official, he even designed to kill a group of large and small civil and military officials in the province one after another.
