Beijing will build a new batch of municipal research wards

Fourteen departments, including the Municipal Health Commission and the Municipal Science and Technology Commission, have jointly issued a notice on several measures to accelerate the high-quality and efficient development of research wards in Beijing. Based on the development needs of advantageous disciplines and advantageous industries, the city will select the best demonstration to build the second and third batches of municipal research wards.

The notice proposes that the city will fully consider preventive medicine, health management and lifestyle intervention research, traditional Chinese medicine, pediatrics, oral, eye, ear, nose and throat and other industry characteristics, urgent need for specialties, vaccines, medical beauty, robotics, artificial intelligence and other areas that have a large pull on industrial growth or the "card neck" problem is prominent, on the basis of the construction of the first batch of municipal research wards, strengthen the professional layout, and select the best demonstration to build the second and third batches of municipal research wards. By 2023, the municipal research wards will complete the construction of advantageous clinical special diseases and rare disease cohorts, establish a rare disease sharing information platform, provide reliable reference data for disease research and new drug research and development, and the scale and quality of the research cohort will reach the world-class level.

The city supports municipal research wards to enjoy the reform measures of the "two districts" construction on the research and development and application of innovative pharmaceutical devices and new technologies, the transformation of achievements and international cooperation. Strive for the early landing of "human genetic resources service stations" in the city, and encourage municipal research wards to accelerate clinical research on drugs and medical devices that are urgently needed clinically and have not yet been approved for registration of the same variety of products in China. The Construction Project of Beijing Key Laboratory of Clinical Research was established to accelerate the clinical development process of new drugs on the basis of ensuring the safety and quality of new drug development.

The notice also requires that the demonstration hospital should further clarify the responsibilities and rights of the sponsor of the clinical study, the municipal research ward, the subject and other parties, and refine the sharing method and content of the cost of research funds, medical insurance, and commercial insurance. In the registered clinical trial project, after the subject signs the informed consent form and during the group period, the costs of examination, testing, medication, blood collection and other expenses related to the clinical trial shall be paid by the clinical trial funds; in addition to the expenses that should be paid by the clinical trial funds, the medical expenses not related to the clinical trial generated by the insured subjects shall be paid by the subjects, of which the medical expenses that meet the scope of the basic medical insurance of the city shall be paid by the basic medical insurance in accordance with the regulations. The demonstration hospital should strictly control the payment process of various fees in the clinical trial process. Expenses incurred in the process of registering clinical trials that should be paid by clinical trial funds shall not be reimbursed again after medical insurance settlement, and medical insurance resources shall not be occupied.
