The Beijing Winter Olympics are coming, as an international event that has attracted worldwide attention, how to tell the Chinese story well, enhance China's image, and enhance the global export of Chinese culture is very critical. At the symposium on "Digital Precision Communication of Chinese Culture (2022)" and "Pacific Ring Communication of Austronesian Language Cultural Heritage" held from January 8 to 9, Liang Haoguang, president of the Beijing "Belt and Road" Development Research Institute, introduced the "Global Precision Communication Service Platform for the Winter Olympics of Science and Technology" project based on 5G technology. At the same time, Professor Tong Qingyan, chief expert of the National Philosophy Society Major Project of Shanghai Jiao Tong University, and Jiao Tianlong, chief researcher of the Palace Museum of Hong Kong, respectively delivered keynote speeches on "Encountering Cultural Relics, Discovering Civilization - Chinese Culture IP Database System" and "The Spread and Social Change of Austronesian Languages in the Eastern Pacific Region". A number of relevant professional scholars, government leaders, science and technology and new cultural and creative enterprises and students participated in the discussion and exchange through online and offline forms.

Liang Haoguang, President of the Beijing "Belt and Road" Development Research Institute, delivered an online speech on the national key research project of the "Global Precision Communication Service Platform for the Winter Olympics of Science and Technology". Liang Haoguang said that the focus of the project is to break through multilingual communication, accurate recommendation and cross-modal generation, and build a multi-lingual global communication service platform for 5G technology-based Winter Olympics and Chinese culture. The results of the project are closely integrated with the needs of the Winter Olympics, directly supporting the publicity work of the Winter Olympic Games, providing multilingual translation services, building big data public opinion detection services, and providing auxiliary decision-making services.

Taking language translation as an example, Liang Haoguang introduced that the technical solution of multilingual translation of the entire website has been developed, which can be translated into a total of 125 languages, can dynamically extract the text and picture information that the original website needs to be translated, realize the automatic real-time translation of the original text to the target language, and can replace the translated translation and picture information with the position of the original text, automatically adapt the display according to the typography of the original text, and also have online proofreading human translation and sensitive word detection. At present, this technology has been applied in the global communication platform of the Winter Olympics.

The "Winter Olympic Games and the Multilingual multi-modal Resource Library for the Global Dissemination of Chinese Culture" is a major technical breakthrough of the project. The team will be the global data about the Winter Olympics for a full range of collection, the current resource library has 35 million pieces of data, from the text, image, audio, video and other source data to extract keywords, and then through the similarity of grouping, association and pairing, users can retrieve a keyword when the text, pictures, video and other different modes of retrieval results, and combined with the model and manual labeling method to establish a closely related Graphics and Textual Data Set of winter Olympics events. For example, if the user searches for "skating" or pictures, videos, and audios with the "skating" factor, through the cross-modal content generation retrieval technology, the platform will appear with skating-related events, athletes, venues of graphic videos and related reports; if the search is for images, the Chinese description will be generated based on the images uploaded by the user.

Liang Haoguang said that the project team of the Winter Olympics Global Communication Service Platform continues to serve the news and publicity work of the test matches and major activities of the Winter Olympics Organizing Committee, including public opinion monitoring, multilingual external communication, and decision support. The team provides a daily report on the dissemination of the test match, real-time monitoring of overseas test match dynamics and reporting representative overseas public opinion dynamics, if there is a negative public opinion can be immediately warned. As of November 30 last year, the platform had submitted a total of 60 issues of public opinion express (weekly report) and 15 issues of decision-making reports.

Tong Qingyan spoke on "Encountering Cultural Relics, Discovering Civilization - Chinese Culture IP Database System"

"Cultural relics becoming a landmark of a place will be a trend in the development of the cultural and creative industry in the future." Professor Tong Qingyan, director of the base and chief expert of the National Philosophy Society of Shanghai Jiao Tong University, introduced the "Meet Cultural Relics, Discover Civilization - Chinese Culture IP Database System" developed by shanghai jiao tong university and fujian provincial joint cultural relics digital dissemination base. Combining the values of the "community of human destiny", the database is sorted and integrated on the basis of the classification standards of national cultural relics, according to the different characteristics of cultural relics, and according to the digital cultural elements of cultural relics. For example, Chinese cultural relics illustrations, cultural relics stories, etc., are classified from the three dimensions of political culture, economic culture and art culture according to the content elements covering the "community of human destiny", which is convenient for users to directly feel Fujian culture, so that Fujian cultural relics can become the source of creation of online novels, animation games, live music, film and television creation. Tong Qingyan uses film and television creation as an example (pictured below) to introduce the use of the database. Now many film and television dramas have been criticized for their indiscriminate use of historical props, and with this database, film and television creators can learn from relevant cultural relics for design and creation. As can be seen from the following figure, there is a "character use" category in the cultural relics classification, and there are also "head" and "chest" under it, which creators and designers can use as a template for design.

Tong Qingyan takes film and television creation as an example to introduce the classification of Chinese culture IP database system

Yu Guoming, a professor at the School of Journalism and Communication of Beijing Normal University, commented that cultural relics and culture are currently facing an "island-like" cultural status. When it comes to cultural relics, the public may only know information about dynasties, artifact forms, etc., and do not display them in the organic system of human civilization. From the perspective of cultural relics value development, cultural relics need to be included in the digital system to develop their value from the dimensions of time, theme, technology, thought, style, scene and function. From Professor Tong Qingyan's report, it can be seen that the Chinese culture IP database system has been developed in part, but cultural relics still need to be restored as an ecosystem to the scene of the entire social life, looking for a connection with the development of society and the entire world civilization.

Jiao Tianlong, principal investigator of the Palace Museum in Hong Kong, introduced the research on the spread and social changes of Austronesian languages in the Eastern Pacific. The archaeological research of Austronesian language families was first carried out in Fujian, and the "Research on the Origin and Spread of Austronesian Languages" project was officially included in the "Archaeological China" major project by the State Administration of Cultural Heritage last year. The lecture compares the Austronesian language society across time and space from three aspects: the continuation and pause in the process of the diffusion of the Austronesian language family, the comparison of the process of social complexity, and the historical memory reflected in the similarity of material culture, and the changes that occur in the process of these diffusion processes have great enlightenment significance for our study of the Austronesian language society that remains in the southeast coast of China today. In his speech, Jiao Tianlong raised several questions, such as what kind of navigational equipment was used by the Austronesian language family during the diffusion, what form of the earliest social organization, and the impact and counter-impact of its population dispersion on the environment, etc., which are all questions worth thinking about in the archaeological research of the Austronesian language family.
