On January 7, Huang Yuguang, a member of the Chinese People's Political Consultative Conference who was attending the fifth meeting of the 13th Beijing Municipal Committee, suggested that the analgesia of childbirth be included in the independent payment of medical insurance in Beijing. At present, although Beijing has included childbirth analgesia into medical insurance, medical insurance stipulates that childbirth analgesia and natural childbirth or caesarean section package charges, therefore, the more the delivery analgesia work is carried out, the more hospitals pay compensation, objectively causing hospitals to be unwilling to actively carry out labor analgesia medical services. The problems existing in the implementation of the medical insurance policy objectively make it difficult to further popularize the analgesia of childbirth in Beijing.

This time, Huang Yuguang suggested that in the Beijing medical insurance payment, the birth analgesia single item should be separated from the medical insurance payment for natural childbirth or caesarean section, and the birth analgesia should be included in the independent payment of medical insurance, encouraging medical institutions to be more proactive in carrying out labor analgesia, and reducing the concerns and economic burden of women giving birth to labor pain.
