The regulatory authorities intend to stipulate that without the consent of the user, the express delivery shall not be delivered to the express box without authorization

On January 7, the State Post Bureau's "Measures for the Administration of the Express Delivery Market (Revised Draft)" was publicly solicited from units and individuals for comments. The Draft for Comments mentions that enterprises engaged in express delivery business shall not confirm the receipt of express mail on behalf of users without the consent of users, and shall not deliver express mail to express delivery to express delivery terminal service facilities such as smart express boxes and express delivery service stations without authorization.

At the same time, the draft for comments also proposes that enterprises engaged in express delivery business shall, in accordance with laws, administrative regulations and the provisions of the postal administration department under the State Council, establish management systems and operating procedures for the production, use, storage and destruction of express waybills (including electronic waybills), and adopt security technical measures such as encryption and de-identification to protect the information security of express delivery waybills, and must not display the identity information of natural persons in its entirety. No unit or individual may illegally use or resell express delivery waybills.
