Recently, the China Judgment Documents Network published the "First Instance Criminal Judgment on he Xuemei's Crime of Accepting Bribes and Using Influence to Accept Bribes", which disclosed the cases of Li Jun, former secretary of the Xichang Municipal Party Committee in Sichuan Province, and He Xuemei, former director of the Liangshan Prefecture Financial Work Bureau, as a "corrupt couple" who were involved. Among them, He Xuemei has been sentenced to 12 years and 6 months in prison and fined 1.1 million yuan.
A month apart, the corrupt couple both fell
Born in June 1970 in Chongyang, Hubei Province, He Xuemei served as vice mayor of Xichang City, member of the Standing Committee of the Municipal Party Committee, director of the Organization Department, deputy secretary of the Municipal Party Committee, director of the Liangshan Prefecture Bureau of Statistics, director of the State Government Service Center, and director of the State Financial Work Bureau. His husband, Li Jun, was born in November 1968 in Cangxi, Sichuan, and served as deputy secretary general of the Liangshan Prefecture Party Committee, deputy secretary of the Xichang Municipal Party Committee, mayor, and secretary of the municipal party committee.

From 2006 to 2008, He Xuemei and Li Jun worked together in the Xichang Municipal Party Committee, serving as deputy secretaries of the municipal party committee, deputy secretaries of the municipal party committee, and mayor respectively. However, this marriage relationship has become the basis for the two to "earn money" in partnership.
On July 31, 2020, He Xuemei was placed in custody by the Sichuan Provincial Supervision Commission. On September 11, the website of the Sichuan Provincial Commission for Discipline Inspection published the news that Li Jun was suspected of serious violations of discipline and law and was subject to disciplinary review and supervision and investigation. After only a month of separation, the corrupt couple both fell.
On February 19 and March 2, 2021, the Sichuan Provincial Commission for Discipline Inspection supervision successively released news that He Xuemei and Li Jun were "double-opened".
The circular pointed out that He Xuemei "acted arbitrarily, using the power and influence of his relatives to engage in power and money transactions on a large scale, and colluding with illegal businessmen."; Li Jun "had an improper family style, used his power to seek benefits for others, and his spouse accepted other people's property and property."

Received cash from the same person 10 times, totaling 8 million
On March 26, 2021, the Malkang Municipal People's Procuratorate filed a public indictment with the Malkang Municipal People's Court against He Xuemei for accepting bribes and using influence to accept bribes.
After trial, the court ascertained: From 2012 to 2020, He Xuemei, together with her husband Li Jun, took advantage of Li Jun's position as mayor and secretary of the Xichang Municipal Party Committee to seek benefits for others in matters such as project construction and project introduction, or promised to seek benefits, and jointly accepted a total of 4.8657 million yuan in property given by Zhang, Zhao, Hua and others.
The governor of Chang'an Avenue (WeChat ID: Capitalnews) noted that among the above-mentioned bribes was a security deposit of 600,000 yuan for He Xuemei's son Ma to study abroad, and Ma's spending of 68,300 US dollars (equivalent to 416,300 yuan) using a credit card abroad.
From 2012 to 2020, He Xuemei, through Li Jun's behavior as mayor of Xichang City, or taking advantage of the convenience of Li Jun's position as secretary of the Xichang Municipal Party Committee, sought improper benefits for others in project construction and project promotion, and successively accepted a total of 10.1 million yuan from Liang, Zhu and others, of which 8 million yuan came from Zhu Mou, general manager of a Sichuan water conservancy and hydropower engineering co., LTD.
According to He Xuemei's confession, around April 2018, Zhu Mou came to her office and told her that he hoped to convey to Li Jun that he would ask Li Jun to support his project in Xichang City, and would thank her after the matter was completed. After returning home, He Xuemei told Li Jun about the incident. Later, Zhu sent he Xuemei money 10 times before and after, all of which were filled with cash in a cardboard box, totaling 8 million yuan.
The verdict also revealed some details, and in March 2020, the Sichuan Provincial Supervision Commission discovered clues about Li Jun and He Xuemei accepting bribes and conducted preliminary verification. In order to evade the investigation, the two transferred a batch of stolen goods in May and June and placed them in the safe of Zhu's family. However, this "little trick" is doomed to be futile.
He Xuemei's defender said that after He arrived at the case, he truthfully confessed the criminal facts of using influence to accept bribes, which was a voluntary surrender and could be given a mitigated or mitigated punishment. However, the Tribunal did not accept this.
On September 7, 2021, the Malkang Municipal People's Court rendered a first-instance judgment on the case: He Xuemei was convicted of accepting bribes and sentenced to 10 years' imprisonment and fined 500,000 yuan; for the crime of using influence to accept bribes, sentenced to 8 years' imprisonment and fined 600,000 yuan, and decided to carry out 12 years and 6 months in prison and fined 1.1 million yuan; He Xuemei and Li Jun were jointly bribed to receive 4.8657 million yuan in stolen money, and He Xuemei used influence to accept bribes to obtain 10.1 million yuan. A total of 14.9657 million yuan was recovered in accordance with law.
As of now, Li Jun's trial judgment has not been announced.
