However, in 2005, Zhao Zhihong, the murderer of a series of rape and murder cases in Inner Mongolia, was arrested, and many of the cases he confessed included the "4.9 female corpse case" of that year.

Zhao Zhihong once confessed to the public security organs that at about 20:00 on April 9, 1996, when he was working at a construction site, he passed the public toilet on the way to work, and heard the sound of high heels walking in the women's toilet next door, so he rushed into the women's toilet and collided with the victims. He grabbed the other person's neck with his hand, pushed her to the partition wall inside the toilet, and committed the crime.

In November 2014, The Hugejil pattern entered the retrial procedure; in December of the same year, the Inner Mongolia Autonomous Region High People's Court announced that Hugejiletu was not guilty, and then launched the accountability procedure and state compensation, paying Hugejiletu's parents Li Sanren and Shang Aiyun a total of 2,059,621.40 yuan in state compensation.

In February 2015, the Intermediate People's Court of Hohhot City, Inner Mongolia Autonomous Region, sentenced Zhao Zhihong to death in the first instance. On July 30, 2019, Zhao Zhihong was executed.

After Zhao Zhihong was sentenced to death in the first instance, Shang Aiyun, the mother of HugeJiletu, who participated in the audit, said: "When listening to the verdict, I was particularly nervous, and my two hands involuntarily clasped together, and I remembered the scene when my son was tried. When I heard about a crime committed by Zhao Zhihong, I hated those who handled the case in those years, if I hadn't handled the wrong case that year, I could have arrested Zhao Zhihong in time, where would so many people be victimized later? ”

In 1996, when the Hugjile pattern occurred, Feng Zhiming served as deputy director of the Public Security Bureau of the New City Public Security Bureau of Hohhot. In December 2014, two days after Hugjiletu was acquitted, Feng Zhiming, then deputy director of the Hohhot City Public Security Bureau, was taken away for investigation on suspicion of job-related crimes.

According to public information, Feng Zhiming was born in 1958, enlisted in a fire brigade in Baotou in his early years, demobilized in 1981 and was assigned to the criminal police team of the Xincheng District Branch of the Hohhot City Public Security Bureau, and from 1986 to 1988, he successively served as the deputy captain and captain of the criminal police team of the Xincheng Public Security Bureau. In 1988, he was dismissed from his post for accidentally "electrocuting" the suspect in the interrogation room.

After being dismissed, Feng Zhiming started as an ordinary policeman, and in only 4 years, he served as the deputy captain of the criminal police brigade of the Hohhot City Public Security Bureau in 1992, and the deputy director of the Xincheng District Public Security Branch in October 1994.

In 1996, Feng Zhiming served as the head of the "4.9 Female Corpse Case" task force when he was deputy director of the Public Security Bureau of the New Urban District. At that time, many police officers, including him, were awarded the collective second class for "quickly cracking a major case", and Feng Zhiming also became the head of the anti-drug and anti-smuggling detachment of the Hohai Municipal Public Security Bureau in 1997.

In 2003, Feng Zhiming served as deputy district governor of Saihan District, secretary of the party committee and director of the Public Security Bureau; in 2012, he was appointed as a member of the party committee and deputy director of the Hohhot City Public Security Bureau; and on December 17, 2014, he was taken away for investigation on suspicion of crimes abusing public office.

Feng Zhiming was the first person responsible to be investigated after Hu Gejile pattern launched the accountability.

Tang Ji, a reporter from the Inner Mongolia Branch of the Xinhua News Agency, is an important promoter of the retrial of the Hugjile pattern, and he once revealed that he received a phone call on the night of Feng Zhiming's arrest, which was called by a leader of the Inner Mongolia Public Security Department, who described the scene of Feng Zhiming being taken away .

On December 17, 2014, Feng Zhiming dressed in civilian clothes went to the Hohhot City Public Security Bureau at No. 1 Shulechuan Street in Saihan District. At that time, he had taken nearly a month's leave on the grounds of "physical discomfort", and on this day he was ordered to come "to an important meeting".

At about 3 p.m., case-handling personnel from the Inner Mongolia Autonomous Region People's Procuratorate found Feng Zhiming, who was talking to others in the compound of the Public Security Bureau, and immediately announced that he had been approved to be taken away for investigation.

The Hu Municipal Public Security Bureau's disclosure of Feng Zhiming's removal from the Legal Evening News reporter also confirmed the above statement, and added a detail - the case-handling personnel put handcuffs and black hoods on Feng Zhiming in accordance with regulations.

According to experts, this is mainly to protect each other's privacy, and it is also a common practice in the world. Although the personal rights of criminal suspects are restricted, they still enjoy certain civil rights, and their rights to reputation, privacy and personal dignity cannot be violated.

According to insiders, Feng Zhiming was born into an ordinary worker's family and was promoted step by step from an ordinary police officer to a deputy director of the Municipal Public Security Bureau. Corruption is nearly 40 million yuan

In 1988, when Feng Zhiming was the head of the criminal investigation brigade of a branch of the Hohhot City Public Security Bureau, the suspect of a murder case was accidentally "electrocuted" in the interrogation room of the criminal investigation brigade. Because of this incident, Feng Zhiming was sentenced to criminal compulsory measures of release on guarantee pending further investigation, and was dismissed from his post by a higher authority. However, when the case entered the legal process, Feng Zhiming was exempted from criminal prosecution.

Zhou Jianzhong, former director of the Hohhot City Administration for Industry and Commerce, told Tang Ji one thing: Once, there was a small problem at the construction site of the Industrial and Commercial Bureau, and the Public Security Bureau was needed to help protect the construction site.

When visiting the community where Feng Zhiming lives, the reporter of the "Legal Evening News" learned that Feng Zhiming often changed cars and drove, and the cheapest car he drove was worth nearly 200,000 yuan, but what he often drove was a Toyota overbearing off-road vehicle that was not listed.

In April 2016, the People's Procuratorate of Hulunbuir City, Inner Mongolia, filed a public prosecution against Feng Zhiming, alleging that: during his tenure as director of the Saihan District Public Security Branch of the Hohhot City Public Security Bureau and member and deputy director of the Party Committee and deputy director of the Hohhot City Public Security Bureau, the defendant Feng Zhiming used his position to facilitate the assistance of other units or individuals in real estate development, catering and entertainment operations, etc., and accepted a total of more than 4.5 million yuan in property and property; and took advantage of his position to embezzle public funds and public property by means of income not being recorded in the account and withholding public funds. A total of more than RMB500,000 was equivalent; Feng Zhiming illegally possessed 4 firearms and 549 rounds of ammunition; Feng Zhiming's property and expenditure clearly exceeded his legitimate income, and he could not explain the source of his property worth more than 34 million yuan, and his conduct constituted the crime of accepting bribes, embezzlement, illegal possession of firearms and ammunition, and the crime of having a huge amount of property of unknown origin.

In August of the same year, Feng Zhiming's case was tried in open court at the Hulunbuir Intermediate People's Court. In court, Feng Zhiming has been defending himself and expressing dissatisfaction with some of the charges, such as embezzlement, which involves his behavior of buying a house at a low price and selling at a high price in the prosecution's charges, which Feng Zhiming believes is a normal market buying and selling behavior, which is not corruption.

After trial by the court, it was ascertained that from 2008 to 2014, when Feng Zhiming was the director of the Saihan Branch of the Hohhot Municipal Public Security Bureau and the deputy director of the Hohhot Municipal Public Security Bureau, he took advantage of his position to seek benefits for 13 units or individuals, accepted property given by others, and cooperated with his wife Jin Yan to buy or sell the property at a price significantly below the market price, accepting bribes equivalent to a total of 3891091 yuan Feng Zhiming could not explain the source of the property of 344282888.28 yuan; privately possessed and hid 4 guns and 549 rounds of ammunition; disposed of state-owned assets without authorization, and appropriated 150,000 yuan of car sales as his own.

More than two months later, the Hulunbuir City Intermediate People's Court publicly pronounced the verdict. Feng Zhiming was sentenced to 10 years' imprisonment and fined 1 million yuan for accepting bribes; 7 years' imprisonment for the crime of having a large amount of assets of unknown origin; 3 years' imprisonment for illegal possession of firearms and ammunition; 2 years' imprisonment and a fine of 100,000 yuan for embezzlement, and decided to carry out 18 years' imprisonment and a fine of 1.1 million yuan for several crimes.

After trial in accordance with law, the Hulunbuir City Intermediate People's Court held that in view of the fact that Feng Zhiming voluntarily confessed some of the facts of accepting bribes and illegally possessing firearms and ammunition after arriving at the case, there were frank circumstances and a lenient punishment was given in accordance with law. The Tribunal accordingly rendered the above-mentioned judgment.

In July 2017, the Inner Mongolia Higher People's Court rendered a second-instance judgment in the Feng Zhiming case: the appeal was rejected and the original judgment was upheld.

From "cadre police" to prisoners, Feng Zhiming has left the public not only the lessons of the Hugjile pattern, but also more places worth pondering.
