Wang Fuyu, former secretary of the party group of the Guizhou Provincial Committee of the Chinese People's Political Consultative Conference, was involved in the case for more than 400 million yuan. In engaging in "hidden corruption," Wang Fuyu is definitely a veteran.

In 2014, Moutai Group invested in the development of a resort hotel in Sanya, and the businessman Shen asked Wang Fuyu to help contract the project construction, and Wang Fuyu arranged for his younger brother Wang Fu to come forward to "cooperate" with Shen, and he manipulated behind the scenes. After Shen successfully won the bid, he shared with Wang Fu, delivering tens of millions of yuan in profits, and Wang Fuyu asked Wang Fu to "manage" the stolen funds.

In addition to his younger brother, Wang Fuyu also developed his son into a bribe-taking "middleman.". His son Wang Bin "cooperated" with people to do business, and the company paid a bribe of more than 60 million yuan to Wang Fuyu through Wang Bin in exchange for the latter's help in the project.

"Fight the tiger brothers, fight the father and son soldiers", in Wang Fuyu's place, he became "a corrupt brother, a father and son soldier who collects wealth". In order to reduce the risk of exposure, these corrupt officials have vigorously engaged in blindfolding and stealth techniques, accepting bribes in the name of relatives, friends, or other agents, and once the East Window incident occurs, they will excuse themselves on such grounds as "ignorance" and "not taking advantage of their positions."

Similar to Wang Fuyu, Ma Linkun, former deputy secretary of the party committee and president of the Second Affiliated Hospital of Kunming Medical University in Yunnan Province, used intermediaries to circumvent supervision. He conspired with his brother-in-law to make a big profit by purchasing medical equipment, and found an agent in the middle to cover his eyes.

Zhou Jiangyong, former member of the Standing Committee of the Zhejiang Provincial CPC Committee and former secretary of the Hangzhou Municipal CPC Committee, is also a typical example of using intermediaries to engage in corruption. He and his younger brother Zhou Jianyong entered politics alone and did business alone, and through his brother accepted the entrustment of merchants, and accepted bribes of more than 90 million yuan. Many business owners bought the equity of Zhou Jianyong at obviously unreasonable high prices in exchange for Zhou Jiangyong's help in approving land at low prices and giving preferential policies.

To determine whether an official has accepted bribes, there must be dual evidence of abuse of power and self-interest. If an official abuses his power without gaining an undue advantage, the chain of evidence is incomplete. To this end, some officials decided to "delay gratification", postpone the time of profit, and "optionize" bribes.

Wang Fuyu is like this, when doing things for others, he does not receive benefits first, and then takes the initiative to call businessmen one by one after retirement to remind businessmen to "fulfill their promises". The "use of intermediaries" mentioned above is to fight space warfare and separate distances; "option-style corruption" is to fight time wars and draw long lines to catch big fish.

Some corrupt officials also disguise power and money trading as normal market transactions. For example, Sun Deshun, former deputy secretary of the party committee and president of China CITIC Bank Co., Ltd., believes that cash collection is too "low-end and rough", so he set up a shadow company and arranged for old subordinates to act as agents. Here Sun Deshun used public power to approve loans for enterprises, and that enterprise injected huge sums of money into Sun's actual control company in the name of investment. The main body of the transaction is already full of ghosts, and the capital transactions are disguised as seemingly legal financial products and equity investment agreements. A community of interests that use money to make money and make profits and dividends has thus been formed.

The new type of corruption is not only hidden and diverse, but also "keeps pace with the times" at every turn and stands at the "outlet" of new business formats.

Some corrupt officials have played a very slippery game of financial means, borrowing shells, entering dry stocks, buying original shares, and so on, relying on equity to sit on high returns. For example, Yan Wenhan, former deputy procurator general of the People's Procuratorate of Jinghong City, Yunnan Province, accepted a "dry stock" gifted by an ore merchant and paid a dividend of 1.24 million yuan in two years; Li Lei, the former director of the Energy and Circular Economy Department of the Shenzhen Municipal Development and Reform Commission, used his position to apply for free support funds for the medical company, and then purchased the company's "original shares" and arbitrage.

Virtual currency has become a new type of corruption channel, because encrypted digital currency is not only valuable, but also can be paid and circulated in the virtual space, and it is difficult for discipline inspection and supervision organs to investigate and collect evidence. For example, Xiao Yi, former vice chairman of the Jiangxi Provincial Committee of the Chinese People's Political Consultative Conference, who fell from power last November, one of the crimes was muffled "mining".

The upgrading of network technology has also allowed corrupt officials to find a new way to accumulate wealth. In the anti-corruption drama "Circuit Procuratorial Group", xiong Shaofeng, a "net red" prosecutor, opened a live broadcast account, and the unscrupulous businessman offered 100,000 virtual currency to the account by increasing the number of fans and creating likes, and the cash withdrawal into RMB was more than 10 million yuan.

The documents jointly issued by the SPC and the SPP also list other new ways of accepting bribes: accepting bribes in the name of entrusting trustees to invest in securities, futures or other entrusted financial management, accepting bribes in the form of gambling, accepting bribes in the form of remuneration in the "name" of specific related parties, accepting bribes without handling changes in ownership, and so on.

The new type of corruption is full of tricks, and in the end it will not depart from the essence of power and money trading.

How to curb the new type of corruption?

Cheng Wenhao, a professor at the School of Public Administration of Tsinghua University, believes that it is an important measure to "control corruption at the source" through the power census, to clear the source of power by virtue of statutory authorization, and ultimately to control the type and quantity of power to a reasonable and necessary degree.

It is also important to prevent a small number of leaders from monopolizing power, to disclose the rules, processes and results of the exercise of power in a timely manner, and to play a role in social supervision. As for the "one family, two systems" type of corruption and the use of agents to "save the country" through the curve, it is necessary to do a good job of evading interests, such as clearly restricting the career choices of the children of officials' families to prevent family-style corruption.

Today, with the help of information means, the power of technological anti-corruption cannot be underestimated. For example, technical means such as big data can comprehensively monitor changes in public officials, and e-government systems can also prevent ultra vires approvals and other behaviors through program setting and precise authorization.

At the sixth plenary session of the 19th Central Discipline Inspection Commission, Xi Jinping said something meaningful: the battle between corruption and anti-corruption is still raging, and it has shown some new stage characteristics. He also particularly mentioned that there is still a long way to go to effectively deal with the invisible mutation of corrupt means and to renovate and upgrade.

"Intense" and "heavy and long way to go", these eight words show the weight.

Since the Eighteenth National Congress, it has been ten years since the party has been administered in an all-round and strict manner. Ten years of sharpening a sword, the results of the anti-corruption campaign in the past ten years have attracted worldwide attention and won the hearts and minds of the party and the people.
