Wu Shengxing suggested that the oath system for teachers in the province should be standardized. Standardize the content of the oath, guided by General Secretary Xi Jinping's important exposition on the construction of the teacher team, and integrate the standards of good teachers such as ideals and beliefs, moral sentiments, solid knowledge, and benevolent heart into the oath. In terms of standardizing the oath time, it is necessary to fully implement the system when new teachers enter the workforce, but also to systematically revisit the oath at important time nodes, and always remind each teacher to keep solemn promises, respect professional ethics, and cherish lofty honors. Strict oath requirements, for those who do not participate in the oath, give certain treatment to the differentiated circumstances.

On the basis of the pledge of oath, the career bottom line is clearly delineated. Wu Shengxing believes that it can be strictly enforced like "all civil servants are expelled for drunk driving." The first is to put an end to chaos. Resolutely "zero tolerance" for chaos such as inappropriate speech, academic corruption, paid make-up classes and even sexual assault in the teaching team. The second is to eliminate inferior teachers. Teachers who lack basic common sense, humanistic literacy, public quality and their professional standards are gradually eliminated at the end. The third is to clarify the punishment. For acts that violate the bottom line of the profession, it is necessary to establish a set of strict punishment methods such as one-to-one transfer, disqualification, expulsion to imprisonment, and so on.

At the same time, Wu Shengxing suggested that we should comprehensively improve the treatment status of teachers and vigorously create a social atmosphere of "one person being a teacher, the whole family is glorious". The first is to advocate "teacher priority" in terms of salary, housing security, and children's schooling, and make teachers an enviable profession for everyone by truly enjoying a "dignified life". The second is to encourage teachers to commute flexibly and introduce supporting rules, so that teachers can get full compensation in the "more work" such as transforming achievements, providing more high-quality education and teaching and after-school services. The third is to further improve the teacher honor system, increase social publicity, and enhance the status of teachers in people's minds as a whole, so that teachers can truly become the most glorious profession under the sun.

In addition, Wu Shengxing also suggested creating a superior software and hardware environment. Provide teachers with conditions suitable for creative teaching and education, and truly let teachers feel at ease, comfortable, and teach with heart. The first is to strengthen the academic staff, provide the characteristic quality services that are really needed, and ensure that teachers have enough time and energy to devote themselves to teaching without distraction. The second is to strengthen the modernization of infrastructure, provide excellent learning and research conditions, ensure that teachers in the province can easily and quickly consult the required materials, and confidently and calmly respond to the wave of informatization. The third is to reduce all kinds of administrative and guiding documents, encourage a teaching model with a hundred flowers and diversified development, and ensure that teachers enjoy full freedom of teaching autonomy.
