A man was executed for selling and transporting more than 50 kilograms of methamphetamine across provinces

Haikou, 5 Jan (Xinhua) -- Huang Moupeng, a man in Huilai County, Guangdong Province, has repeatedly trafficked and transported the drug methamphetamine (commonly known as methamphetamine) across provinces and regions to more than 50 kilograms, which is the largest drug trafficking case in western Hainan so far. On January 5, 2022, the Second Intermediate People's Court of Hainan Province executed the death penalty on convict Huang Moupeng in accordance with the Supreme People's Court's order to execute the death penalty.

In July 2017, Zhong Mouqiao (who had died of illness) bought 1 kilogram of methamphetamine from Huang Moupeng for 55,000 yuan near a market in Sanya City, and then sold it to Cai Moumin for 68,000 yuan (sentenced). On July 26, 2017, after Huang Moupeng transported methamphetamine from Guangdong to Hainan, he handed over two boxes containing 20 kilograms of methamphetamine to Zhong Mouqiao near a market in Sanya City, and Zhong Mouqiao sold it to Cai Moumin and others. After that, Zhong Paid Huang Moupeng 1.01 million yuan in drug funds. Due to the poor quality of the above 20 kilograms of methamphetamine, Zhong Mouqiao asked Huang Moupeng to buy a batch of good quality as soon as possible for it to be mixed and then sold. On August 14, Huang Moupeng took methamphetamine to Hainan in a bus, and the next day was arrested while passing through the Hai'an Wharf in Xuwen County, Guangdong Province, and public security officers seized 29.931 kilograms of methamphetamine from the two cartons he was carrying on the spot. On August 15, Zhong Mouqiao, Cai Moumin and others were arrested and arrested.

After trial, the court held that Huang Moupeng and Zhong Mouqiao violated the state's regulations on drug control by selling and transporting drugs, of which Huang Moupeng sold and transported 50.931 kilograms of methamphetamine; Zhong Moupeng sold and transported 21 kilograms of methamphetamine, and purchased 29.931 kilograms of methamphetamine for the purpose of trafficking, but did not succeed due to reasons other than will. The amount of drugs trafficked and transported by the two is particularly huge, the harm to society is great, and the crime is extremely serious, and they should be punished according to law.

After the first instance trial by the Second Intermediate People's Court of Hainan Province, the Hainan Provincial High People's Court finally sentenced Huang Moupeng and Zhong Mouqiao to death for the crime of drug trafficking and transportation, deprived them of their political rights for life, and confiscated all personal property. During the review period of the Supreme People's Court, Zhong Mouqiao died of illness, and the Supreme People's Court ruled to terminate the trial of Zhong Mouqiao.
