In 2021, the system that passes the audit will be automatically submitted for review

At present, the number of passenger car indicators is configured three times a year, of which new energy indicators are configured in May and ordinary indicators are configured in June and December. From January 1 to March 8 and from August 1 to October 8 every year, you can submit applications for passenger car configuration indicators in two time periods. Starting this month, eligible individuals and families can submit target applications.

If you submit an application as a family, you can choose new energy indicators or ordinary indicators, or you can choose only ordinary indicators. Those who choose new energy indicators or ordinary indicators shall first participate in the allocation of new energy indicators on May 26, and if they are shortlisted, they shall not participate in the configuration of ordinary indicators; those who are not shortlisted can continue to participate in the configuration of ordinary indicators.

Families that have passed the application qualification review in 2021, have not yet been shortlisted for new energy indicators in the ranking of points, or have won the general indicators in the lottery, do not need to perform any operations in the declaration period from January 1 to March 8 this year. The passenger car index regulation management information system will automatically postpone the review on March 9. The application qualification information of the family applicant will be reviewed again by the relevant municipal departments.

During the validity period of the application, if the number of family applicants increases or decreases due to birth or death, but the main applicant of the family has not changed, the application shall be changed. The specific circumstances in which a new application is required include, but are not limited to, a change of the main applicant, a replacement of another applicant, or a change in the application information (document type, document number, driving certificate, marital status) of the main applicant or other family applicant. Both change requests and re-requests are reviewed with the next metric configuration. After passing the review, the total family points are recalculated.

In addition, from January 1 to March 8 and from August 1 to October 8 of each year, during the two declaration periods, an application for the change or transfer of registration qualifications of Beijing passenger cars can be submitted. The applicant can log in to the system to enter the user center, and click "Fill in the Application" in the "Multi-vehicle Transfer" and "Husband and Wife Change/Divorce And Separation Transfer" functional area. Only one Application for change or transfer registration of a Beijing-brand passenger car can be submitted within a filing period.

The proportion of household new energy indicators increased to 70%

This year, the allocation of passenger car indicators will take more care of "car-free families". According to the index quota, the annual quota for Passenger Car indicators in Beijing in 2022 is 100,000, of which the ordinary indicator quota will be reduced from 40,000 in 2021 to 30,000 in 2022, and the new energy index quota will be increased from 60,000 to 70,000.

In terms of specific configuration ratio, in terms of ordinary passenger car indicators, the total number of household and personal indicators is 28,600, and the number of household and individual indicators is the same pool; in terms of new energy passenger car indicators, the family and personal indicators are 63,600, of which the family indicator quota is 44,520, accounting for 70%, and the personal indicator quota is 19,080, accounting for 30%.

The reporter noted that the proportion of household new energy indicators rose from 54.2% in 2021 to 70%.

For some citizens concerned about the high-scoring families did not win the lottery, how to get the indicators as soon as possible, the relevant person in charge of the Municipal Passenger Car Index Office introduced that due to the randomness of the ordinary index lottery, the probability of winning the lottery for families with high points will be higher, but it cannot be guaranteed that they will be selected, and it is recommended that high-scoring families give priority to new energy indicators. As the quota of household new energy indicators has increased to more than 44,500 this year, it is predicted from the declaration that the score line of household new energy indicators in May this year is about 40 points. In other words, families with current points of 40 points are expected to obtain new energy indicators this year.

The family relationship of the successful family is being verified

In last month's ordinary passenger car index lottery, the family relationship and marital status of the winning family applicant were verified by the municipal public security department and the civil affairs department. If the household registration of all applicants in the family is registered in the same household register of the same municipal household, and the main applicant of the family is the head of the household, the verification of the family's kinship relationship will be announced before January 8, 2022.

If the household registration of the family applicant is not in the same household registration book of the same municipal household, the household registration management personnel of the police station shall verify the paper file information such as the bottom file of the household registration. Due to the large and time-consuming verification workload, the results of the verification will be announced by January 30, 2022. Please be patient with the relevant applicant.

If the family applicant is a household registration person in this city, and the marriage registration year is earlier than 2000 or the marriage registration place is a foreign province, autonomous region, municipality, or foreign country, the relevant applicant will be notified to bring materials to the window set up by the civil affairs department for on-site verification through the website of the Beijing Passenger Car Index Regulation and Management Information System on January 6, 2022. Applicants are required to make an online appointment in advance and check on site according to the appointment time.

On-site verification of marital status can be handled during the external service hours of the marriage registration authority from January 6, 2022 to December 31, 2022. If the marital status has passed the on-site verification of the civil affairs department, the verification results can be viewed on the website after 5 working days.

If the family applicant's kinship and marital status cannot be verified through the above methods, the family applicant will be notified through the website from January 24, 2022. The main applicant of the family may voluntarily apply for notarization to the relevant notary public in the city online or on-site through the Internet terminal according to the prompts on the website. Those who have completed the notarization and have submitted the notarial certificate can log on to the website after 1-3 working days to view the verification results.

The application information filled in by the family applicant shall be true and accurate, and the authenticity of the information filled in shall be responsible. Family applicants shall bear the consequences of failing to pass the verification of their kinship or marital status caused by their incorrect information.
