Completed the tax revenue of 13.775 billion yuan (old currency), 105 million catties of public grain, 430 million yuan of discounts for the promotion of public bonds, 103,400 kilograms of borrowed grain and relief grain, and carried out a timely rent reduction and rent reduction campaign, counting 1.88 million catties of rice, and solved the difficulties of peasants' living difficulties during the spring famine.

Jiujiang was liberated in May 1949. At that time, New China had not yet been founded, the War of Liberation had entered the final stage, the city's factories were suspended, roads were cut off, commerce withered, the enemy was lurking around, and bandits in mountainous areas were seriously affected. In order to meet the needs of the liberation work and the establishment of people's power, more than 100 cadres from the northeast took over Jiujiang and established a new political power, the primary task of which was to stabilize social order, restore production, and support the front.
Jiujiang, as the gateway of northern Jiangxi and the hub of transportation, is the main passage for the Erye and Siye troops to enter the whole province of Jiangxi and the south and southwest of China. Since the Nanxun Railway (present-day Changjiu Railway) was destroyed by the Kuomintang and could not be repaired and opened to traffic, Jiujiang Port became an important port for the southward movement of the army and the transfer of military supplies and grain.
