At the end of 1945, after the Kuomintang provoked a civil war, He Yaozu resigned as mayor of Chongqing and settled in Shanghai, Hunan, Hong Kong and other places, secretly engaging in anti-Chiang Kai-shek activities.

On August 13, 1949, He Yaozu once again angered Lao Jiang after he jointly issued an uprising telegram in Hong Kong with Long Yun, Liu Fei and 44 other people. After learning of the information, our Party immediately sent personnel to take them back to the Liberated Areas of North China, where they were received and entertained by the leaders of our Party.
