Hebei News Network, December 24 (Hebei Daily reporter Ren Xueguang) In order to strengthen the safety management of fireworks and firecrackers, effectively protect the safety of people's lives and property, and effectively prevent environmental pollution and noise pollution, today, the Shijiazhuang Municipal Government of Hebei Province issued the "Notice on Prohibiting the Display of Fireworks and Firecrackers", and the display of fireworks and firecrackers is prohibited all time in the administrative area of Shijiazhuang City.

The circular stipulates that fireworks and firecrackers are prohibited at all times in the administrative area of Shijiazhuang City; illegal production, sale, storage and transportation of fireworks and firecrackers are strictly prohibited. Where fireworks evenings and other large-scale fireworks display activities are held, the organizer shall submit an application to the public security department in accordance with the relevant provisions of the "Regulations on the Safety Management of Fireworks and Firecrackers", and after examination and approval by the public security department, light them at the designated time and place. Illegal production, sale, storage, transportation, and setting off of fireworks and firecrackers are to be investigated and handled by the relevant law enforcement departments in accordance with laws and regulations. Where violations of circulars cause property losses or personal injuries to the State, collectives, or others, civil liability is borne in accordance with law; where a crime is constituted, criminal liability is to be pursued in accordance with law.

The people's governments of counties (cities, districts), the management committees of high-tech zones and circular chemical parks, the township (town) governments, subdistrict offices, and village (neighborhood) committees perform the main responsibility and territorial responsibility of prohibiting the display of fireworks and firecrackers in accordance with law. The people's governments of all counties (cities and districts) and the management committees of high-tech zones and circular chemical parks should take the lead in organizing departments such as ecological environment, public security, emergency management, supply and marketing, comprehensive administrative law enforcement of urban management, administrative examination and approval, transportation, civil affairs, education, publicity, culture, radio, television, and tourism to give full play to their functions, strictly implement circulars, earnestly strengthen daily supervision, and severely crack down on illegal acts.

Any unit or individual has the right to dissuade, stop and report violations of the notice. Where reports of illegal production, sale, storage, transportation, or setting off fireworks and firecrackers are to be rewarded upon investigation and verification in accordance with relevant provisions.

The Circular will take effect from 1 January 2022 and will be valid for 5 years. The Notice of the Shijiazhuang Municipal People's Government on prohibiting the display of fireworks and firecrackers in urban areas throughout the year, which came into effect on January 8, 2021, shall be abolished at the same time.
