According to the indictment, defendant Cheng X ran a casserole mutton powder shop in The Qixingguan District of Bijie City. On February 20, 2021, in order to improve the taste of his boiled mutton soup, Cheng Moumou added poppy stalks to the mutton soup and boiled it and sold it to customers. After the appraisal of the Bijie City Public Security Judicial Appraisal Center, morphine ingredients were detected in the mutton soup boiled by Cheng X.

The court held that the defendant Cheng X deliberately mixed poisonous and harmful non-food raw material poppy stalks into the mutton soup produced and sold, and sold it to unspecified consumers, the facts of the crime were clear, the evidence was credible and sufficient, and he should be investigated for criminal liability for the crime of producing and selling toxic and harmful food. The court recommended that Cheng be sentenced to one year's imprisonment, suspended for one year, and fined RMB 1,000, and at the same time pronounce a restraining order prohibiting him from engaging in food production, sales and related activities during the probationary period of probation.
