Beijing road parking will be added from next month to add a supplementary payment link! No penalty will be imposed after supplementary payment

The reporter learned from the Beijing Municipal Transportation Commission that according to the "Opinions on Adjusting the Collection of Road Parking Fees and Administrative Penalties", the road parking fees in Beijing will be added from January 1 next year, and the minor illegal acts of arrears of no more than 50 yuan will not be punished after the supplementary payment. Since the implementation of the road parking reform in Beijing in 2019, 1,031 roads and 89,900 parking spaces have implemented electronic toll collection, which has been included in the government's non-tax revenue management.

A new 45-day retroactive period for road parking charges has been added

In September this year, the Municipal People's Congress revised Article 41 of the Beijing Municipal Motor Vehicle Parking Regulations, increasing the supplementary payment of road parking fees, reducing the penalty standards, clarifying the working procedures for first urging and then punishing, urging parkers to make up for them in a timely manner, and further maintaining the order of road parking fee collection and management. Parkers should pay attention to the payment of parking fees through online or offline payment channels such as the "Beijing Transportation" APP within 30 days from the date of departure from the parking space, and the overdue payment must be completed within the 45-day supplementary payment period; if the overdue payment period is not paid, the district parking management department will impose administrative penalties according to law.

Considering that the parker does have non-subjective and deliberate cases of overdue payment due to negligent forgetting, overtime handling, etc., in accordance with the provisions of Article 34 of the Administrative Punishment Law of the People's Republic of China on the formulation of administrative punishment discretion, no administrative penalty will be imposed on the situation that the same vehicle owes no more than 50 yuan in the same administrative region within one natural month and the payment is made.

The "Beijing Traffic" APP has added online illegal treatment

In order to facilitate the parker to receive the payment and reminder notice of the parking management department in each district in a timely manner, the transportation department recommends that the owner download the "Beijing Traffic" APP to register and bind the vehicle, or update the accurate contact information (mobile phone number) of the owner of the motor vehicle in a timely manner through the "Traffic Management 12123" APP. Parkers can also log on to the website of the district government where the parked road is located to inquire about the road parking payment notice and reminder notice.

At present, parkers can pay through a variety of online and offline channels. Online payment channels include "Beijing Transportation" APP, "Beijing Pass" APP, "Beijing Road Parking Payment" WeChat and Alipay Mini Program, "Beijing Transportation" WeChat public account and city services, Alipay Civic Center, "Industrial and Commercial Bank of China" APP local services, "China Merchants Bank" APP owner service, "Lesutong" APP (ETC), etc., offline payment channels include Industrial and Commercial Bank of China, Agricultural Bank of China, China Merchants Bank and other business outlets in the city.

In addition, the "Beijing Traffic" APP will also add a new road parking illegal handling function. Since January 1 next year, parkers can use the "Beijing Traffic" APP to illegally deal with unpaid road parking fees, and carry out online payment of arrears, download documents, inquire about bills, etc., and can also go to the offline law enforcement service window of the parking management department in each district to accept illegal treatment.

The parking order in the three years of road parking reform has improved significantly

According to the relevant person in charge of the Municipal Transportation Commission, in order to strengthen the static traffic governance of the city, rationally use road resources, standardize road parking behavior, and ensure the safety and order of urban traffic, Beijing has implemented road parking reform since 2019, and as of now, 1,031 roads and 89,900 parking spaces have implemented electronic charging, black charging, arbitrary charging, and bargaining behavior have been basically eliminated, and the road parking order has improved significantly.

According to the provisions of the "Beijing Municipal Motor Vehicle Parking Regulations", road parking is subject to electronic charging, road parking fees are included in the government's non-tax revenue management, and revenue and expenditure are separated into two lines, and the full amount of income is handed over to the district-level finance. At the same time, through the continuous increase of publicity and guidance in various districts, the public's awareness of standardized parking and conscious payment has been significantly improved, and the concept of "parking in place, parking payment, and punishment for illegal parking" has further penetrated the hearts of the people.

In the next step, the city will improve the level of fine management services for road parking, strengthen the construction of smart parking, guide the deep integration of information technology and the parking industry, carry out the city's parking facility information reporting and establish a dynamic update mechanism, promote the efficient use of parking resources, and effectively play the role of "static braking".
