About author:Jia Shangeng, male, born in 1963, senior economist, master of management from Sichuan University. He has worked in the Head Office of the Agricultural Bank of China, the Head Office of the Chinese Minmin Bank, and the Office of the Inter-ministerial Coordination Leading Group for the Reform of the Rural Financial System of the State Council.
