After verification by the traffic police, it was confirmed that the car was indeed equipped with a tail wing without authorization, and the current appearance of the vehicle did not match the relevant data registered. The owner of the car admitted that because he "thought that it would look better to change the car", he installed the rear wing of the vehicle without authorization, did not expect to be punished, and did not expect to be reported.
According to the Road Traffic Safety Law, no unit or individual may engage in the following acts: (1) assembling a motor vehicle or changing the registered structure, structure or characteristics of the motor vehicle without authorization; (2) changing the model, engine number, frame number or vehicle identification code of the motor vehicle.
Registered motor vehicles have undergone strict vehicle safety technical inspections, and the registration authorities have also made detailed registration records of the structure, structure and characteristics of motor vehicles. Article 16 of the Provisions on the Registration of Motor Vehicles stipulates that, without affecting the safety and identification number plates, small and miniature passenger cars shall be equipped with front and rear collision avoidance devices; freight motor vehicles shall be equipped with windshields, water tanks, tool boxes, spare tire racks, etc.; and the interior decoration of motor vehicles shall be added to allow the owners to modify themselves without the need to go through the registration of changes.
At the same time, Article 10 of the Provisions on the Registration of Motor Vehicles stipulates that a registered motor vehicle changes the color of the body; replaces the engine; and replaces the body or frame. The owner of a motor vehicle shall apply to the vehicle management office for change of registration within 10 days after the change, and if the change registration is not handled in accordance with the prescribed time limit, the public security traffic management department shall punish it in accordance with law.
