From a traditional agricultural county to an international manufacturing city, in more than 40 years, Dongguan has come step by step.
From choosing "three to one supplement" as a starter in 1978 to actively explore the export-oriented economy, to proposing "realizing rural industrialization" in 1984; from the implementation of the "second industrial revolution" development strategy in 1994 to the goal of building a modern manufacturing city after entering the new century; from the establishment of the "high-quality development strategy" in 2018 to the strategic task of "Bay Area Metropolis, Quality Dongguan" in 2019, the development concept of "scientific and technological innovation + advanced manufacturing" is deeply engraved into Dongguan's urban genes. Continuously inject momentum for high-quality development into Dongguan.
The results are clear. In Dongguan in 1978, the processing plant was mainly engaged in fireworks, straw weaving, sausages, etc., and the regional GDP was only 611 million yuan that year. Today, Dongguan is about to enter the "trillion yuan GDP" mark.
More importantly, Dongguan has built a basic economic development plan step by step. It is an advanced manufacturing system composed of 190,000 industrial enterprises, 11,000 regulated industrial enterprises, more than 7,400 national high-tech enterprises, 154 specialized special new enterprises, 66 listed enterprises, 19 enterprises of more than 10 billion yuan and 3 enterprises of 100 billion yuan. Dongguan's electronic information industry cluster has reached a trillion-level scale, and four 100-billion-scale industrial clusters of equipment manufacturing, new materials, food and beverage, textile, clothing, shoes and hats have been formed.
Earlier, Dongguan toy industry "tide out of the circle", from the toy capital to the "tide play capital", manufacturing capacity is the biggest underpinnings of Dongguan toys out of the circle. In the 1980s and 1990s, Dongguan firmly grasped the opportunity of reform and opening up, actively attracted foreign investment, and undertook the transfer of industries such as Hong Kong and Taiwan, of which electronic information enterprises were an important part, which brought advanced management experience and concepts. The matching rate of Dongguan electronic information industry continues to increase, and the time and place are favorable, so that OPPO and vivo have the soil for birth.
Nowadays, the comprehensive matching rate and self-matching rate of Dongguan electronic information industry have exceeded 90%, and Dongguan is brewing a new generation of electronic information industry cluster. A few days ago, OPPO released the latest news, released the first self-developed chip, the image-specific NPU chip "Mariana X", and constantly consolidated its own scientific and technological hard power.
Dongguan's manufacturing industry in the past 40 years has "entered the circle" and become the biggest trump card in Dongguan. They have become the "immunity" of Dongguan's economy and the driving force for Dongguan to attract business. For a long time in the past, Dongguan has taken advantage of the trend and accumulated wealth step by step by undertaking industrial migration in developed countries and OEM for brand enterprises. With the change of the external development pattern, Dongguan has slowly realized the importance of the internal growth momentum, and scientific and technological innovation has become the most important starting point for Dongguan.
As early as 2006, Dongguan launched the "Science and Technology Dongguan" plan, with an annual support fund of 1 billion yuan, and then continuously increased, reaching 3 billion yuan in 2018. As the main body of innovation, enterprises are also aware of the importance of transformation and have begun the road of self-innovation, and now the establishment rate of R&D institutions of industrial enterprises has reached 47.2%.

This is a big guy who will not generate GDP, and Dongguan still needs to spend hundreds of millions of yuan to support construction. However, its talent and technology "magnetic" effect is incomparable. Dongguan is well aware of the importance of basic innovation, and at the same time has a strong demand for industrial upgrading and scientific and technological development, Dongguan chose to embrace and welcome China's spallation neutron source.
In August 2017, China's spallation neutron source successfully achieved target shooting, resulting in the first beam of neutrons. In August 2018, the project successfully passed the national acceptance. Today, its more than 2,600 users are spread across most provinces and regions of the country, and more than 600 experiments have been completed.
Indeed, as expected, under the influence of China's spallation neutron source, a group of experts in the field of neutron scattering research and application came to Dongguan and even the Greater Bay Area, Songshan Lake Materials Laboratory also came, and now the advanced atassecond laser facility is accelerating construction, and the southern light source pre-research platform is officially launched.
It was worth it to wait. In 2020, Songshan Lake Science City was approved as the pilot launch area of the comprehensive national science center in the Greater Bay Area, and Dongguan was empowered by the national strategy. The comprehensive competitiveness of scientific and technological innovation ranks among the top 20 cities in The country and the third among prefecture-level cities.
To be more worthy of this "waiting", Dongguan needs to make good use of Songshan Lake Science City, continue to stimulate the energy of scientific and technological innovation, build an innovation chain, and empower the city's economic and social development.
The long circle of manufacturing and scientific and technological innovation in the two major areas has achieved the urban characteristics of "scientific and technological innovation + advanced manufacturing" in Dongguan today, and Dongguan has gradually changed from the original learning and following development model to the original type, and the frequency of Dongguan out of the circle is also getting higher and higher, and it has "brushed" a new height on more lists representing high economic and social quality.
What is more expected is that after Dongguan embarks on a new starting point of "trillion yuan OF GDP", the combination of "scientific and technological innovation + advanced manufacturing" will bring more surging and sustainable development momentum to future development, and bloom new excitement.
