On December 15, the first Greater Bay Area Science and Technology Innovation Think Tank Forum was held in Shenzhen. There is a good foundation for development, and some positive results have been achieved in the construction of think tanks, but objectively speaking, there are about 150 think tanks in the city, and the main body from quantity, scale to quality brands should not match the status of the city in the Shenzhen Special Economic Zone. The soft power of think tanks and the hard power of Science and Technology in Shenzhen and the hard power of the economy are not commensurate, especially the lack of high-end think tanks with influence at home and abroad, so it is urgent to leapfrog development.

How can contract-ordering think tanks improve the quality of research? Guo Wanda, executive vice president of The China (Shenzhen) Comprehensive Development Research Institute, said that it is necessary to attach importance to the selection of topics, problem-oriented and research directions, actively dock with the central decision-making needs departments, attach importance to the formation of efficient project teams, stimulate the vitality of researchers in the scientific research organization and management mechanism, handle the relationship between research and consultation, and give play to the role of chief experts.
How is public policy evolving in the midst of innovation growth? Tang Jie, former vice mayor of Shenzhen and professor of the School of Economics and Management of Harbin Institute of Technology (Shenzhen), pointed out that if Shenzhen wants to move towards scientific leadership, it needs more results of applied basic research, which can continuously provide a basis for breakthroughs for the industry. Therefore, Shenzhen needs to form a fusion of innovation in universities, research institutions and enterprises. Mu Rongping, director of the Innovation and Development Research Center of the Chinese Academy of Sciences, said that digital empowerment is a problem to be studied by think tanks, and the eternal theme is innovation capacity building, fair playing field, infrastructure construction, privacy protection, regulatory regulation, standardization, and public safety in the context of digital transformation.
